Արցախի և Հայաստանի ԱԺ հանձնաժողովները համատեղ հայտարարություն են տարածել

Լեռնային Ղարաբաղի Հանրապետության և Հայաստանի Հանրապետության խորհրդարանների պետական-իրավական հարցերի հանձնաժողովները համատեղ հայտարարություն են տարածել Ադրբեջանի կողմից ապրիլի 2-5-ը Արցախի դեմ լայնածավալ ռազմական գործողությունների իրականացման հետևանքով մարդկության դեմ կատարած հանցագործությունների վերաբերյալ: Այս մասին «Արմենպրես»-ին տեղեկացրին ԼՂՀ ազգային ժողովի լրատվական ծառայությունից:
Համատեղ հայտարարության մեջ ասվում է.
«2016 թվականի ապրիլի 2-5-ը, կոպտորեն խախտելով 1994թ. մայիսին ստորագրված զինադադարի մասին եռակողմ համաձայնագիրը (Արցախի, Ադրբեջանի եւ Հայաստանի միջեւ), Ադրբեջանը բացահայտ ոտնահարել է միջազգային իրավունքի նորմերը՝ պատերազմ վարելու արգելված միջոցների և մեթոդների կիրառմամբ: Հարձակման հիմնական թիրախ է դարձել սահամանամերձ եւ խորը թիկունքում գտնվող քաղաքացիական բնակչությունը: Ադրբեջանական բանակն իր զինանոցում գտնվող բազմաթիվ զինատեսակներից («ՄՄ-21» (Գրադ) տիպի հրթիռահրետանային կայանք եւ «Սմերչ» համազարկային կրակի ռեակտիվ համակարգ, ամենատարբեր տրամաչափի հրետանային միջոցներ (այդ թվում՝ 152մմ հրանոթներ), ՏՕՍ-1Ա «Սոլնցեպյոկ» ծանր հրանետային համալիր, ՄԻ-24 գրոհային ուղղաթիռներ, տանկեր ու այլ կարգի զրահատեխնիկա, գրոհային անօդաչու թռչող սարքեր) հրթիռա-հրետակոծման է ենթարկել ԼՂՀ մի շարք բնակավայրեր, որի հետևանքով զոհվել ու վիրավորվել են խաղաղ բնակիչներ, այդ թվում երեխաներ, կանայք և ծերեր: Անվտանգության խնդիրներից ելնելով տարհանվել են Թալիշ, Մատաղիս, Մարտակերտ բնակավայրերի խաղաղ բնակիչները: Ադրբեջանական բանակի կողմից Արցախի խաղաղ բնակչության դեմ կատարված վայրագությունների ու անմարդկային բռնարարքների ապացույցները բազմաթիվ են:
Բոլոր հիմքերը կան ենթադրելու, որ ադրբեջանական բանակի կազմում ներգրավված են եղել վարձկան ահաբեկիչներ:
Արցախի Հանրապետության դեմ Ադրբեջանի իրականացրած ագրեսիան խաղաղության և մարդկության դեմ ուղղված միջազգային հանցագործություն է:
Նույն օրերին ադրբեջանական ագրեսիայից Արցախի խաղաղ բնակչությանը պաշտպանելու հարվածն իր վրա է վերցրել ԼՂՀ Պաշտպանության բանակը, որը ձեռնարկել է հնարավոր միջոցները՝ կասեցնելու ռազմական լայնածավալ հարձակումը:
ԼՂՀ և ՀՀ խորհրդարանների պետական-իրավական հարցերի մշտական հանձնաժողովները հայտարարում են, որ վճռական են տրամադրված վերոնշյալ բոլոր հանցագործությունները, Ադրբեջանի ագրեսիայի հետևանքներն ուսումնասիրելու և դրանց արդյունքներն, ընդունված կարգով, միջազգային հանրությանը ներկայացնելու համար»:
