«ՀՀԿ պատգամավորական խմբակցության գործարար թևի ներկայացուցիչները խուճապի մեջ են: Նրանք վստահեցնում են, թե իրենց ասվել է, որ սահմանադրական փոփոխությունների նախագիծն ընդունվելուց հետո, երբ ընտրությունները կանցկացվեն բացառապես համամասնական ընտրակարգով, իրենք այլևս ՀՀԿ համամասնական ցուցակում լինելու հնարավորություն չեն ունենա, և այդ պատգամավորների օրենսդիր կենսագրությունը կավարտվի: ՀՀԿ-ականներն ասում են, որ այդ տեղեկությունը իրենց է փոխանցել ՀՀԿ մամուլի խոսնակ և Աժ փոխնախագահ Էդուարդ Շարմազանովը, իսկ նա ներկայացնում է Հանրապետական կուսակցության և ՀՀԿ նախագահ Սերժ Սարգսյանի տեսակետը:
Ի՞նչ է սա նշանակում և ինչո՞ւ է այս տեղեկությունը պատգամավորներին տրվում հենց հիմա՝ սահմանադրական փոփոխությունների հանրաքվեին ընդառաջ: Մի՞թե պատգամավորներին դրա մասին չէին կարող ասել հանրաքվեից հետո, այն դեպքում, երբ խորհրդարանական ընտրությունները կազմակերպվելու են հանրաքվեից մեկուկես տարի հետո: ՀՀԿ վերնախավը չի կարող չհասկանալ, որ գործարար պատգամավորներին նախապես հայտնելով այդ լուրը, նրանց տրամադրում են սահմանադրական փոփոխությունների դեմ, որոհետև հենց այդ փոփոխությունների մեջ են նրանք տեսնում իրենց օրենսդիր գործունեությունը խոչընդոտողին:
Կա տեսակետ, որ ՀՀԿ-ի գործարար թևի ներկայացուցիչները, որոնք բոլոր ընտրություններում համարվել են կուսակցության համար քվե ապահովող հիմնական ուժը, ում վրա է դրված եղել տեղերում քվեարկության կազմակերպումը և ձայների ապահովումը, անկախ ամեն ինչից՝ պարտադրված են լինելու աշխատել հօգուտ սահմանադրական փոփոխությունների նախագծի անցկացման: Որ իշխանությունը նրանց նկատմամբ այնպիսի ազդու լծակներ ունի, որ նրանք չեն համարձակվի դեմ գնալ իշխանության համար ցանկալի նախագծի անցկացմանը, որքան էլ որ այն իրենց անձնական շահերին դեմ լինի: Բայց դա իրականում չափազանց միամիտ բացատրություն է: Որքան էլ իշխանությունը գործարար թևի վրա ազդելու լծակներ ունենա, որքան էլ նրանք հանուն իրենց բիզնես շահերի պարտադրված լինեն կատարել բարձրագույն իշխանության հրահանգները, միևնույն է՝ իշխանությունը հասկանում է, որ երբ կա անձնական շահի և իջեցված հրահանգի հակադրություն, կատարողները այդ հանձնարարականը չեն կատարելու լիարժեք, և ձախողումներն անխուսափելի են»,–գրում է թերթը։
