Հայաստանի Հանրապետության և Լեռնային Ղարաբաղի Հանրապետության խորհրդարանների` Ստեփանակերտում կայացած նիստում սպրիլի 9-ին ընֆունվել է համատեղ հայտարարություն: Այս մասին«Արմենպրես»-ին տեղեկացրին ԼՂՀ Ազգային ժողովի մամուլի ծառայությունից: Համատեղ հայտարարության տեքստը ներկայացնում ենք ամբողջությամբ.
«2016 թվականի ապրիլի 2-5-ը, կոպտորեն խախտելով 1994թ. մայիսին ստորագրված զինադադարի մասին եռակողմ համաձայնագիրը (Արցախի, Ադրբեջանի եւ Հայաստանի միջեւ), Ադրբեջանը բացահայտ ոտնահարել է միջազգային իրավունքի նորմերը՝ պատերազմ վարելու արգելված միջոցների և մեթոդների կիրառմամբ: Հարձակման հիմնական թիրախ է դարձել սահամանամերձ եւ խորը թիկունքում գտնվող քաղաքացիական բնակչությունը: Ադրբեջանական բանակն իր զինանոցում գտնվող բազմաթիվ զինատեսակներից («ՄՄ-21» (Գրադ) եւ համազարկային կրակի «Սմերչ» ռեակտիվ համակարգ, ամենատարբեր տրամաափի հրետանային միջոցներ (այդ թվում՝ 152 մմ հրանոթներ), ծանր հրետանային «ՏՈՍ-1» համակարգ, ՄԻ-24 գրոհային ուղղաթիռներ, տանկեր ու այլ կարգի զրահատեխնիկա, գրոհային անօդաչու թռչող սարքեր) հրթիռա-հրետակոծման է ենթարկել ԼՂՀ մի շարք բնակավայրեր, որի հետևանքով զոհվել ու վիրավորվել են խաղաղ բնակիչներ, այդ թվում երեխաներ, կանայք և ծերեր: Անվտանգության խնդիրներից ելնելով տարհանվել են Թալիշ, Մատաղիս, Մարտակերտ բնակավայրերի խաղաղ բնակիչները: Ադրբեջանական բանակի կողմից Արցախի խաղաղ բնակչության դեմ կատարված վայրագությունների ու անմարդկայ ին բռնարարքների ապացույցները բազմաթիվ են:

Արցախի Հանրապետության դեմ Ադրբեջանի իրականացրած ագրեսիան խաղաղության և մարդկության դեմ ուղղված միջազգային հանցագործություն է:
Ադրբեջանական ագրեսիայից Արցախի խաղաղ բնակչությանը պաշտպանելու հարվածն այդ նույն օրերին իր վրա է վերցրել ԼՂՀ Պաշտպանության բանակը, որն իր տրամադրության տակ գտնվող անհրաժեշտ միջոցներով կասեցրել է հակառակորդի ռազմական լայնածավալ հարձակումը՝ արժանապատվորեն կատարելով սեփական ժողովրդի անվտանգության երաշխավորի իր դերը:
ԼՂՀ և ՀՀ խորհրդարանների պետական-իրավական հարցերի մշտական հանձնաժողովները հայտարարում են, որ վճռական են տրամադրված վերոնշյալ բոլոր հանցագործությունները, Ադրբեջանի ագրեսիայի հետևանքներն ուսումնասիրելու և դրանց արդյունքներն, ընդունված կարգով, միջազգային հանրությանը ներկայացնելու համար»:
