Դավիթ Տոնոյանը ԿԽՄԿ-ի պաշտոնյային է ներկայացրել Ադրբեջանին ԶՈՒ հանցագործությունների համար պատժելու հիմքերը

ՀՀ պաշտպանության նախարարի առաջին տեղակալ Դավիթ Տոնոյանն ապրիլի 11-ին ընդունել է ՀՀ-ում ԿԽՄԿ-ի պատվիրակության ղեկավար տիկին Կարոլին Դույեզին: Հանդիպման ընթացքում կողմերը քննարկել են ապրիլի 2-ից 5-ը ղարաբաղա-ադրբեջանական շփման գծի ողջ երկայնքով ադրբեջանական զինված ուժերի կողմից իրականացված ագրեսիվ ռազմական գործողությունների արդյունքում զոհվածների աճունների հայտնաբերման և անհայտ կորած անձանց ճակատագրերը պարզելուն ուղղված հարցեր:

Այս մասին տեղեկացրին ՀՀ պաշտպանության նախարարության տեղեկատվության եւ հասարակայնության հետ կապերի վարչությունից, որի հաղորդագրությունում նշվում է. «Դավիթ Տոնոյանը շնորհակալություն է հայտնել ԿԽՄԿ պատվիրակության ղեկավարին՝ ԿԽՄԿ-ի և ԵԱՀԿ-ի Մինսկի խմբի ներկայացուցիչների միջնորդությամբ տեղի ունեցած՝ զինծառայողների մարմինների փոխանակման աշխատանքների իրականացման համար, որի արդյունքում ապրիլի 10-ին հայկական կողմին են փոխանցվել 18 զինծառայողների աճյուններ:

Դավիթ Տոնոյանը ԿԽՄԿ-ի պատվիրակության ղեկավարին տեղեկացրել է, որ ադրբեջանական կողմից հանձնված զոհվածների բոլոր 18 աճյունները ենթարկվել են դիակապտության և անարգանքի, ինչը հանդիսանում է ոչ միայն 1949թ. Ժնևյան բոլոր չորս կոնվենցիաների 3-րդ ընդհանուր հոդվածի (Common Article 3) առաջին կետի երկրորդ պարբերության (a) ենթակետի (...To this end, the following acts are and shall remain prohibited at any time and in any place whatsoever with respect to the above-mentioned persons: (a) violence to life and person, in particular murder of all kinds,mutilation, cruel treatment and torture), 1949թ Ժնևյան 4-րդ կոնվենցիայի 130-րդ հոդվածի 1-ին պարբերության, ինչպես նաև 1949թ. Լրացուցիչ երկ րորդ արձանագրության 4-րդ հոդվածի 2-րդ մասով սահմանող դրույթների կոպտագույն խախտում, այլ նաև ծանր հանցագործություն՝ ցանկացած իրավական պետության քրեական օրենսդրության համաձայն:

Դավիթ Տոնոյանը նաև նշել է, որ հայկական կողմը հետամուտ է լինելու, որպեսզի ադրբեջանական զինված ուժերի կողմից իրականացված հանցագործությունները ենթարկվեն միջազգային հանրության և մասնագիտացված կառույցների խստագույն դատապարտմանը»:
