Մեզ հիմա օդի նման բացարձակապես նոր որակի, նոր մտածելակերպի՝ ազնիվ, կիրթ, սկզբունքային, անշահախնդիր, նվիրյալ պետական պաշտոնյաներ են պետք, հատկապես իրավապահ և պաշտպանության բնագավառում: Ստեղծված լարված իրավիճակում մեզ պետք են նոր ոճի ռազմական գործիչներ, հրամանատարներ, սպաներ՝ նոր մտքերի տեր, նախաձեռնող, առաջավորը, արդիականը արագ կիրառող, բանակը կոռումպացված, շփացած, ինքնագոհ ու լճացած, համազգեստը միայն հարստանալու համար հագած, իրենց ուսերի աստղերից զարմացած, զիվորի հաշվին հարստացող «հրամանատարներից», զինվորական, պաշտպանության բնագավառի պաշտոնյաներից ազատելու կամք ունեցող, խորաթափանց զինվորականներ, ղեկավարներ են պետք…
Իսկ շարքային զինվորի, մեր՝ հարկատուներիս հաշվին հարստացած, հայկական բանակն արատավորող «ջիպազգի», սրա-նրա հաշվին կերած-խմած, ցմփոր, ինքնագոհ, հաբռգած զինվորականներին համազգեստից հանել է պետք…Հանել առանց ցնցումների, բայց հետևողական, ու որքան շուտ՝ այնքան լավ…
