Մինչ ԼՂՀ ներկայացուցիչը բանակցային սեղանի շուրջ նստած չէ, ցանկացած բանակցությունների գործընթացը միտված են լինելու առավելապես լարվածության նվազմանը: Այն ժամանակ, երբ ԼՂՀ ներկայացուցիչները նստեն բանակցային սեղանի շուրջ, բացվելու է բանակցային մի մեծ փուլ, որտեղ քննարկվելու են հազար ու մի հարց: «Մադրիդյան սկզբունքների» փաստաթուղթն ինձ համար այնպիսի թուղթ է, ինչպիսին եղել է փուլայինը, ամբողջականը, ընդհանուր պետության թուղթը, որոնք գալու են ու գնան: Թե ինչը վերջում կմնա, չգիտեմ ուկարծում եմ, որ որեւէ մեկը չի կարող կանխատեսել: Մինչեւ արցախյան կողմը չդառնա բանակցային կողմ եւ համաձայնություն չտա որեւէ լուծման տարբերակի, ոչ ոք չի կարող հստակ բան ասել: Այսօրվա դրությամբ այդ ամենն ուղղակի փաստաթղթեր են, որոնք սեղանին դնում-վերցնում, պատռում ու նետում են մի կողմ ու նորը գրում: Այսօր կառչել մի փաստաթղթից, որին Արցախը դեռ չի մոտեցել, իմաստ չեմ տեսնում: Այն գծի վրա, որտեղ կանգնած է հայ զինվորը, հայկան հող է, եւ խնդիրը լուծվելու է միայն այն հատվածում, որտեղ կանգնած է հայ զինվորը: Դրա համար մեզ անհրաժեշտ է ստեղծել հզոր տնտեսություն, զարգացնել ժողովրդավարական ինստիտուտները: Այսօր մենք բոլորս հազարերորդ անգամ հասկացանք` ուժն է ծնում իրավունք, եթե մենք ուժեղ ենք, ուրեմն ցանկացած գործ կարող ենք առաջ տանել: Թույլ լինենք, մեզ են ճնշելու, ուժեղ` մենք ենք ճնշելու: Իսկ մենք կարող ենք բոլոր կողմերից ուժեղ լինել, դառնալ ուժեղ եւ առաջնորդվել մեր շահերով: Իսկ մնացած թղթերը տարբեր ժամանակահատվածներում կգան ու կգնան:
