ՀԱՊԿ ԱԳ նախարարների հանդիպումն առաջիկայում տեղի կունենա Երևանում

Հայաստանի և Ռուսաստանի հարաբերությունները դաշնակցային են, ունեն իրավապայմանագրային հիմքեր և դա ակնհայտ է բոլորի համար` այդ թվում և Ադրբեջանի: Ինչպես հաղորդում է «Արմենպրես»-ը, այս մասին Հանրային հեռուստաընկերության եթերում հայտարարեց ՀՀ արտաքին գործերի նախարար Էդվ արդ Նալբանդյանըՙ անդրադառնալով Լեռնային Ղարաբաղի դեմ ադրբեջանական ագրեսիային ռուսական արձանագանքը:
«Ադրբեջանը չէ, որտեղ տեղակայված է ռուսական ռազմական բազան, Ադրբեջանը չէ, որ ՀԱՊԿ-ի անդամ է, Ադրբեջանը չէ, որ ի տարբերություն Հայաստանի ունի տասնյակ պայմանագրեր Ռուսաստանի հետ, որոնք վերաբերվում են պաշտպանության, ռազմաարդյունաբերական ոլորտներին: Ադրբեջանը չէ, որ ստորագրել է Ռուսաստանի հետ հայտնի 5-րդ արձանագրությունը, և այս շարքը կարելի է շարունակել: Գիտեմ, որ մեր հանրային կարծիքում բավական սուր քննարկումների առարկա է դարձել այն հարցը, որ Ադրբեջանը Ռուսաստանից զենք է գնում: Այնպիսի կարծիք է հնչում, որ դա բիզնես է: Չգիտեմ ընունել Õ �ամ չընդունել այդ փաստարկը, բայց հայ-ռուսական հարաբերությունները զուտ բիզնես հարաբերություններ չեն»,- ընդգծեց արտգործնախարարը:
Խոսելով ԵԱՏՄ-ի շրջանակներում այս իրադարձություններին տրված արձագանքի մասին` Նալբանդյանը նշեց, որ պետք չէ չափազանցեցնել ԵԱՏՄ երկրների արձանքի ադրբեջանահաճո լինելու հանգամանքը: «Եթե վերցնենք ԵՄ անդամ երկրները, ոչ միշտ է, որ նրանք իրար հետ համաձայն են կամ էլ հայտարարություններ ու դիրքորոշումներ են հայտնում, որոնք կարող են դուր գալ այլ անդամ երկրներին: ԵԱՏՄ-ն նոր ձևավորվող կառույց է, սա տնտեսական միություն է, և այս երկրներն ունեն իրենց տրամադրվածությունները, իրենց շահերը, նախընտրությունները և այլն: ԵԱՏՄ-ի մեջ չունենք կառույց, որը հ ամադրում է արտաքին քաղաքական դիրքորոշումները, որը ունենք ՀԱՊԿ-ի մեջ, բայց անգամ ՀԱՊԿ-ում են այդպիսի բաներ կատարվում»,- շեշտեց Էդվարդ Նալբանդյանը:
Անդրադառնալով ՀԱՊԿ-ի շրջանակներում նույն արձագանքին` ՀՀ ԱԳ նախարարը նշեց, որ Հայաստանը, կազմակերպության քարտուղարությունը և այլ երկրներ միշտ բարձրաձայնում ենք, որ պետք է շատ ավելի համադրված և արդյունավետ աշխատանք տարվի, համագործակցություն հաստատվի անդամ երկրների միջև: Առաջիկայում էլ նախատեսում է ՀԱՊԿ ԱԳ նախարարների հանդիպումը Հայաստանում, որտեղ արտաքին քաղաքական դիրքորոշումների համակարգման հարցը կրկին կբարձրացվի:
«Եթե խոսքը Ղարաբաղի մասին է, ապա ՀԱՊԿ-ի ԱԳ նախարարների խորհրդում և այլ ձևաչափերում բազմիցս հայտարարություններ են արվել, որոշումներ են ընդունվել, որտեղ հստակ նշված է ՀԱՊԿ անդամ երկրների դիրքորոշումը հիմնախնդրի վերաբերյալ»,- շեշտեց Նալբանդյանը` մանրամասնելով, որ այդ դիրքորոշումն առնչվում է հիմնախնդրի բացառապես խաղաղ կարգավորմանը, եռանախագահողներին աջակցությանը և այլն:
«Եթե անդամ երկրներից որևէ մեկը սայթաքումներ է անում կամ այլ դիրքորոշումներ է հայտնում, ապա այդ շրջանակներում հիշեցնում ենք, որ նախագահների մակարդակում կոնսենսուսով ընդունված մոտեցում ունենք, և անգամ այդ ընդունված որոշումների հիման վրա հանձնարարականներ են տված անդամ երկրների դեսպաններին, որպեսզի գործեն դրա հիման վրա»,- ասաց Նալբանդյանը:
Նա հիշեցրեց, որ երբ Բելառուսի կողմից վերջին իրադարձությունների վերաբերյալ հայտարարություն էր արվել, ՀՀ փոխարտգործնախարարը համապատասխան հանձնարարականն ունեցավ և հանդիպեց Բելառուսի դեսպանի հետ, իսկ ՀՀ և Բելառուսի ԱԳ նախարարների միջև հեռախոսազրույց տեղի ունեցավ: «Շատ մանրամասներ չհայտնեցինք, բայց շատ անկեղծ, բաց և հստակ խոսում ենք բոլոր այս հարցերի շուրջ»,- եզրափակեց ՀՀ ԱԳ նախարարը:
