Խաղաղապահ զորքը, սովորաբար, հակամարտության կողմերի համաձայնությամբ՝ երրորդ կողմի կամ ինչ-ինչ միջազգային կառույցների կողմից տրված մանդատի հիման վրա ձևավորված բազմազգ զինված ստորաբաժանումներն են, որոնք մուտք գործելով հակամարտության գոտի, տեղակայվում են հակառակորդ ուժերի միջև բացված չեզոք գոտում և կոչված են կանխել զինված բախումների վերսկսումն, ինչպես նաև կատարում են մի շարք այլ՝ տեղի խաղաղ բնակչության կյանքի ապահովմանն ուղղված գործառույթներ:Միջազգային փորձը ցույց է տալիս, որ երբ հակամարտ կողմերից մեկը որոշում է խախտել հրադադարի ռեժիմն ու կրկին վերսկսել պատերազմական գործողությունները, ապա խաղաղապահ զորամիավորումները ձեռնպահ են մնում ակտիվ զինված հակազդեցությունից և դրանով նախահարձակ կողմին մեծ առավելություն տալիս: Ես այս համատեքստում Հարավային Օսիայի հետ կապված միջադեպը նկատի չունեմ՝ այնտեղ ռուս խաղաղապահներին գնդակոծելու հետևանքը եղավ ռուս-վրացական պատերազմը: Մեր դեպքում խաղաղապահների մուտքը տարածաշրջան ընդամենը կնշանակի, որ մենք համաձայնվել ենք արցախահայությանը պատանդ տալ օտար զինուժի ներկայացուցիչներին, որոնք առաջին իսկ կրակոցից հետո կրակի բերան կտան արդեն զինաթափված ու մեր բանակի անմիջական պաշտպանությունից զրկված տեղի բնակչությանը:Ես վստահ եմ, որ մեր ռազմական, քաղաքական ու դիվանագիտական ջանքերը պետք է գործնականում արդյունավետորեն համադրվեն և ենթարկվեն մեկ ընդհանուր տրամաբանության՝ այդ դեպքում կկարողանանք ապահովել այլոց հարգալից վերաբերմունքը մեր կենսական շահերի հանդեպ:
