 Եվրոպական խորհրդարանի իտալացի պատգամավորներ Սալվատորե Պոգլիեզեն և Ռեմո Սերնաջիոտտոն Լեռնային Ղարաբաղի հակամարտության գոտում իրավիճակի սրման վերաբերյալ գրավոր դիմում են ներկայացրել Ընդհանուր արտաքին և անվտանգության քաղաքականության հարցերով ԵՄ բարձր ներկայացուցիչ Ֆեդերիկա Մոգերինիին: Նամակում եվրապատգամավորները շեշտել են, որ Լեռնային Ղարաբաղի դեմ ադրբեջանական հարձակումներն ուղեկցվել են միջազգային հումանիտար իրավունքի կոպտագույն խախտումներով, մասնավորապես խախտվել են Մարդու իրավունքների համընդհանուր հռչակագրի, 1949թ-ի Ժնևի կոնվենցիաների, 1977թ-ի այդ կոնվենցիաների լրացուցիչ արձանագրությունների և 1989թ-ի Երեխաների իրավունքների կոնվենցիայի դրույթները: Պոգլիեզեն և Սերնաջիոտտոն ցավ են հայտնել հակամարտության քաղաքացիական զոհերի կապակցությամբ` շեշտելով, որ «ադրբեջանական հարձակումների հիմնական թիրախները քաղաքացիական ենթկառուցվածքներն ու բնակչությունն էր»: «Մասնավորապես, առաջին զոհերից մեկը 12-ամյա տղա էր: Բացի այդ, արձանագրվել և փաստագրվել են նաև քաղաքացիական անձանց տանջելու, պատժի ենթարկելու և խեղելու դեպքեր»,- ընդգծել են իտալացի եվրապատգամավորները:

Նրանք նաև առաջարկներ են ներկայացրել Ֆեդերիկա Մոգերինիին` կոչ անելով հաշվի առնել ԵՄ-Ադրբեջան գործընկերության և համագործակցության համաձայնագրի հիմքի ու նշված միջազգային իրավունքի դրույթների խախտումները և պատժամիջոցներ կիրառել Ադրբեջանի դեմ: Պոգլիեզեն և Սերնաջիոտտոն շեշտել են, որ ԵՄ-ն պետք է աջակցի «հրադադարի խախտումների հետաքննության մեխանիզմ ստեղծելու ԵԱՀԿ Մինսկի խմբի առաջարկներին` թույլ չտալու համար Եվրոպայի միակ ինքնակարգավորվող հրադադարի շարունակական խախտումներ»:   

Եվրոպատգամավորների կոչը ողջունել է Հայաստանի եվրոպացի բարեկամներ կազմակերպության ղեկավար Էդուարդո Լորենցո Օչոան:

Սալվատորե Պոգլիեզեն Եվրոպական խորհրդարանում ներկայացնում է Եվրոպայի ժողովրդական կուսակցությունը, իսկ Ռեմո Սերնաջիոտտոն Եվրոպայի պահպանողականների և բարեփոխիչների դաշինքը:
