 Արցախում իրականացրած ռազմական հանցագործությունների համար միջազգային ատյաններում Ադրբեջանին պատասխանատվության ենթարկելու համար կան բավարար ապացույցներ:«Արմենպրես»-ի հետ զրույցում այս մասին ասաց ՀՀ ԱԺ անկախ պատգամավոր Էդմոն Մարուքյանը: «Ես գիտեմ, որ քրեական գործերի շրջանակներում ապացույցներ հավաքվել և հավաքվում են և գիտեմ, որ Ադրբեջանին պատասխÕ �նատվության ենթարկելու համար կան բավարար ապացույցներ: Մնացածն արդեն գործադիր իշխանության գործառույթների շրջանակներում է: Այսինքն, այստեղ խորհրդարանը մեծ հաշվով ոչինչ չի կարող անել: Մենք պարզապես լոբբինգ ենք իրականացնում, որպեսզի այդ ուղղությամբ քայլեր ձեռնարկվեն»,- նշեց Մարուքյանը:

Արցախում Հայաստանի և Արցախի խորհրդարանների պետաիրավական հարցերի մշտական հանձնաժողովները համատեղ նիստ են անցկացրել, որի ընթացքում փոխանակվել են կարծիքներով և քննարկել են մեխանիզմները, թե ինչ քայլեր են պետք Ադրբեջանին պատասխանատվության ենթարկելու համար: «Ես այդ հանդիպման ժամանակ  մանրամասն ներկայացրել եմ, թե այդ ուղղությամբ ինչ քայլեր կարելի է անել, իսկ գործողություններն արդեն պետք է կատարվեն գործադիր իշխանության կողմից»,- հավելեց պատգամավորը:

Էդմոն Մարուքյանը նշեց, որ Ադրբեջանին պատասխանատվության ենթարկելու բազմաթիվ տարբերակներ ու ուղղություններ կան, որոնք իշխանությունները պետք է քննարկեն ու որոշում կայացնեն, թե որն է ամենահարմար տարբերակը:

Ղարաբաղա-ադրբեջանական շփման գծում ապրիլի սկզբին Ադրբեջանի զինուժը լայնածավալ ռազմական գործողություններ էր սկսել՝ նպատակ ունենալովներթափանցել Լեռնային Ղարաբաղի Հանրապետության տարածք: Չորսօրյա թեժ մարտերի ընթացքում պաշտպանության բանակի ստորաբաժանումներին ի վերջո  հաջողվել է հետ մղել հակառակորդի հարձակումը, իսկ ապրիլի 5-ին Մոսկվայում հրադադարի մասին համաձայնություն են ձեռք բերել Հայաստանի և Ադրբեջանիզինված ուժերի գլխավոր շտաբների պետերը, ինչից հետո դադարել են լայնածավալ ռազմական գործողությունները: Չորսօրյա մարտերի ընթացքում, խախտելովմիջազգային մարդասիրական իրավունքի նորմերը,  Ադրբեջանի բանակը թիրախավորել էր նաև Արցախի Հանրապետության քաղաքացիական բնակչությանը՝ռմբակոծության տակ պահելով մի քանի շրջկենտրոններ < /i>ու գյուղեր, թույլ տալով ռազմական հանցագործություններ: Մի քանի օր շարունակ հակառակորդի կրակիտակ է եղել Մարտակերտ քաղաքը, Մարտունի քաղաքի ռմբակոծության հետևանքով մեկ երեխա զոհվել էր, երկուսը վիրավորվել: Ադրբեցանցիները Թալիշ գյուղումդաժանաբար սպանել էին երեք տարեց անձանց, որոնց չէին հասցրել տարհանել գյուղից: Ադրբեջանը ռազմական գործողությունների ընթացքում կիրա ռել է նաևարգելված զենքեր, անգամ խոսակցություններ եղան, որ ադրբեջանական բանակի կազմում կռվել են վարձկան իսլամիստներ: Ադրբեջանցիները նաև խոշտանգել ենզոհված հայ զինծառայողների մարմինները, ինչը ևս միջազգային մարդասիրական իրավունքների բացահայտ խախտում է:
