ԵԱՀԿ-ում ՀՀ դեսպանը Մշտական խորհրդի նիստին Ադրբեջանի գործողությունները պատերազմական հանցարգորություն է անվանել

 ԵԱՀԿ Մշտական Խորհրդի նիստին Հայաստանի առաքելության ղեկավար, դեսպան Արման Կիրակոսյանն ապրիլի 14-ին հանդես եկավ հայտարարությամբ` Ադրբեջանի կողմից միջազգային հումանիտար իրավունքի նորմերի խախտումների վերաբերյալ: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ արտաքին գործերի նախարարության մամուլի, տեղեկատվության եւ հասարակայ նության հետ կապի վարչությունից:

Դեսպանը նշեց, որ Լեռնային Ղարաբաղի դեմ Ադրբեջանի կողմից սանձազերծված վերջին լայնածավալ հարձակման ընթացքում ադրբեջանական ուժերի կանխամտածված թիրախ դարձան քաղաքացիական բնակավայրերը և խաղաղ բնակչությունը, այդ թվում՝ երեխաներն ու ծերերը: Առաջին զոհերից էր 12 տարեկան Վաղինակ Գրիգորյանը, որը սպանվեց իր դպրոցի առաջ «Գրադ» կայանքի հրթիռակոծության հետևանքով, իսկ ևս երկու դպրոցականներ վիրավորվեցին:

Անդրադարձ կատարվեց Մարտակերտի շրջանի Թալիշ գյուղում Խալափյանների ընտանիքի երեք անդամների, այդ թվում՝ 92-ամյա Մարուսյա Խալափյանի խոշտանգմանը և դաժան սպանությանը: ՀՀ դեսպանը նշեց, որ զինվորականներ Հայկ Թորոյանը, Հրանտ Ղարիբյանը և Քարամ Սլոյանը գլխատվել էին ադրբեջանցի զինվորականների կողմից «Իսլամական պետություն» ահաբեկչական կազմակերպությանը բնորոշ ոճով: Ադրբեջանական սոցիալական ցանցերը լի էին խոշտանգված հայ զինվորականների լուսանկարներով: Կարմիր Խաչի և ԵԱՀԿ գործող նախագահի անձնական ներկայացուցչի միջնորդությամբ տեղի ունեցած զոհվածների մարմինների փոխանակումից հետո արձանագրվեց, որ հայ զինվորականների մարմինները կրում էին դիակապտության հետքեր:

Դեսպան Կիրակոսյանն ընդգծեց, որ նման բարբարոսական արարքները հակասում են քաղաքակիրթ աշխարհի տարրական նորմերին և իրենցից ներկայացնում են հիմնարար միջազգային փաստաթղթերի, այդ թվում՝ Մարդու իրավունքների համընդհանուր հռչակագրի, Երեխաների իրավունքների մասին կոնվենցիայի, Ժնևի կոնվենցիաների և դրանց Լրացուցիչ արձանագրությունների խախտումներ, և կրում են պատերազմական հանցանքներին բնորոշ բոլոր գծերը:

Արման Կիրակոսյանը տեղեկացրեց, որ Լեռնային Ղարաբաղի իշխանությունները բացել են քրեական գործեր՝ հետաքննելու համար իրականացված ջարդերի բոլոր հանգամանքները: Ուշադրություն հրավիրվեց ԵԱՀԿ-ում պաշտոնապես տարածված Արցախի Գլխավոր դատախազության տեղեկատվությանը, որը պարունակում է մանրամասն տվյալներ զոհված և վիրավորված քաղաքացիական անձանց մասին:

Հայկական կողմը կարևորեց կատարված հանցանքների դատապարտումը և դրանց իրականացնողներին պատասխանատվության ենթարկումը:
