Մովսես Դեմիրճյանը Ֆեյսբուքյան իր էջում գրում է.
Էն որ ասում ենք՝ չեն ամաչու՞մ՝ պետությունը թալանում են, տներ ու հյուրանոցներ են կառուցում, հարկերը յուրացնում են, այս կամ այն նախարարությանը տրված գումարները աննպատակ են ծախսում, կամ փող են լվանում՝ շուկայական արժեքից մի քանի անգամ ավելի բարձր գնով պետական գնումներ անելով... ամեն ինչ ճիշտ է: Իսկ պատճառը՝ տարբեր մարդկանց մոտ պետության տարբեր ընկալումն է:
Մեկի համար պետությունը հարստանալու միջոց է, և նա չի ընկալում պետությունը որպես, առաջին հերթին, բնակչության ֆիզիկական անվտանգությունն ապահովող երևույթ, որն իրավունք ունի բանակ պահելու և արտաքին ու ներքին թշնամիների դեմ պայքարելու:
Նա չի ընկալում պետությունը նաև որպես մշակութային անվտանգություն ապահովող կառույց, որի շրջանակներում քո լեզուն, ավանդույթները, արվեստը, կրթությունը, կրոնը կարող են ազատ զարգանալ:
Որովհետև այդպիսի մարդկանց համար կրթությունը, մշակույթը, արվեստը և հոգևոր արժեքները վերացական ինչ-որ բաներ են, որովհետև փողով չեն չափվում:
Հիմա, մենք պետք է տարածենք Հայաստանում և Արցախում պետության որպես ֆիզիկական և մշակութային անվտանգություն ապոհովող ինստիտուտի ընկալումը: Մեզ համար զարգացած պետություն ունենալն առաջին հերթին դրա համար է կարևոր, հաշվի առնելով մեր հարևանների հետ մշակութային ոչ թե նմանությունները, այլ տարբերությունները և հակասությունները:
Մենք բոլոր ռեսուրսները պետք է ծառայեցնենք ֆիզիկական անվտանգության՝ բանակի, և մշակութային անվտանգության՝ լեզվի, կրթության, գիտության, արվեստի և գրականության զարգացմանը:
Մեր ապագան Հայաստանում չի կարող վտանգված լինել, և մեր ապագան անվտանգություն ապահովող կայացած պետությունն է, ոչ թե Եվրամիությունն իր սեփական խորքային պրոբլեմներով, կամ անհասկանալի ԵՏՄ-մ:
