 Ապրիլի 16-ին Պեկինում` Շանհայի համագործակցության կազմակերպության կենտրոնակայանում, Հայաստանի ԱԳ նախարար Էդվարդ Նալբանդյանը և ՇՀԿ գլխավոր քարտուղար Ռաշիդ Ալիմովը ստորագրել են հուշագիր, որով  Հայաստանը երկխոսության գործընկերոջ կարգավիճակ է ստացել Շանհայի համագործակցության կազմակերպությունում։

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ պաշտպանության նախարարության տեղեկատվության եւ հասարակայնության հետ կապերի վարչությունից, ելույթ ունենալով ստորագրման արարողությանը` Էդվարդ Նալբանդյանն ընդգծել է Հայաստանի և ՇՀԿ միջև համագործակցության կարևորությունը՝ նշելով, որ Հայաստանը կազմակերպությունը դիտարկում է որպես երկխոսության ծավալման  կաևոր հարթակ:

Արժևորելով ստորագրված փաստաթուղթը` Էդվարդ Նալբանդյանը նշել է, որ այն սահմանում է համագործակցության այնպիսի կարևոր ուղղություններ, ինչպիսիք են տարածաշրջանային անվտանգության և կայունության խթանումը, միասնական ջանքերը ահաբեկչության, ծայրահեղականության, թմրաբիզնեսի, անդրազգային կազմակերպված հանցավորության դեմ պայքարում։ Նախարարը հավելել է, որ հուշագիրը իրավական հիմքեր է ձևավորում Հայաստանի և ՇՀԿ անդամ երկրների միջև առևտրի և ներդրումների, էներգետիկայի և տրանսպորտի, հեռահաղորդակցության ոլորտներում բազմակողմ համագործակցության իր ականացման համար:

Շանհայի համագործակցության կազմակերպության գլխավոր քարտուղարը, կարևորելով Հայաստանի կողմից կազմակերպության գործընկերոջ կարգավիճակի ստացումը, ընդգծել է, որ ուրախալի է ՇՀԿ ընտանիքում Հայաստանի պես հնագույն պատմություն ունեցող երկրի ընդգրկումը։

Հայաստանի արտգործնախարարն ու ՇՀԿ գլխավոր քարտուղարը համակարծիք էին, որ գործընկերային հարաբերությունների հաստատումը նոր հանգրվան կդառնա` Հայաստանի և կառույցի միջև փոխգործակցության զարգացման համար, ինչպես նաև  հեռանկարներ կբացի հետագա համագործակցության առավել խորացման համար:

Շանհայի համագործակցության կազմակերպությունը ստեղծվել է 2001թ. և ներառում է վեց պետություն՝ Չինաստան, Ռուսաստան, Ղազախստան, Ղրղզստան, Տաջիկստան և Ուզբեկստան։
