Օրեր առաջ ղարաբաղա-ադրբեջանական շփման գծում տեղի ունեցած ռազմական գործողությունների արդյունքում հայկական զինուժը կարողացավ ճնշել հակառակորդի ակտիվությունը: Քառօրյա պատերազմի ընթացքում, ցավոք, հայկական կողմն ունեցավ մարդկային և նյութական կորուստներ:
Ստեղծված իրավիճակում զոհվածների ընտանիքներին օգնություն ցույց տալն ու այլ առանցքային հարցերին լուծում տալը դարձել է պետության առջև ծառացած հրատապ լուծում պահանջող խնդիր: Կառավարության հերթական նիստում գործադիրի ղեկավարը, նախքան օրակարգային հարցերի քննարկմանն անցնելը, հանձնարարական է տվել էկոնոմիկայի նախարարությանը՝ մարտական գործողությունների հետևանքով զոհված անձանց ընտանիքների համար կայուն եկամտի աղբյուր ստեղծելու նպատակով մշակել և ներկայացնել համապարփակ առաջարկ:
Ներկայիս պայմաններում անհրաժեշտ է մի կողմ դնել էմոցիաները, սթափ որոշումներ կայացնել` դասեր քաղելով իրավիճակից, և համապատասխան լուծումներ տալ ի հայտ եկած խնդիրներին: Միևնույն ժամանակ, այդ լուծումները պետք է լինեն համակարգային, այլ ոչ թե իրավիճակից կախված, այսինքն` այս կամ այն իրավիճակով պայմանավորված, մենք` քաղաքացիներս չպետք է մտածենք, թե ինչ է անհրաժեշտ անել:
Բոլորս էլ այս օրերին սոցցանցերում իրավիճակի հետ կապված վերլուծություններ ու տեսակետներ ենք հնչեցնում, թե այս կամ այն խնդրին պետք է լուծում տրվի, օգնություն պետք է տրամադրել և այլն: Սակայն անկախ նրանից, թե ով ինչ կարծիք կարտահայտի կամ իր սեփական միջոցներից ինչ ծախսեր կանի, պետությունը նախաձեռնությունն իր ձեռքը պետք է վերցնի: Ճիշտ է՝ պետությունը մարտական գործողությունների մասնակիցների համար համապատասխան սոցիալական պարտավորություններ ստանձնել է, սակայն պետք է միջոցներ գտնել դրանք էական ավելացնելու համար:
Ամփոփելով նշենք, որ պետությունն այն գլխավոր հասցեատերն է, որ անկախ այս կամ այն հանգամանքից, հոգ է տանում իր քաղաքացիների համար և քայլեր ձեռնարկում ի հայտ եկած խնդիրների լուծման համար:
