No pasaran. Արցախի պատասխանն Ադրբեջանին. Էդուարդ Շարմազանովը ելույթ է ունեցել Մոսկվայում

Աշխատանքային այցով Ռուսաստանի Դաշնությունում գտնվող ՀՀ ԱԺ փոխնախագահ Էդուարդ Շարմազանովն ապրիլի 19-ին Մոսկվայում մասնակցել է «Միջխորհրդարանական համագործակցությունն ի շահ 21-րդ դարում Եվրասիական տարածաշրջանի երկրների համատեղ բարեկեցության» խորագիրը կրող Եվրասիայի երկրների խորհրդարանների ղեկավարների առաջին համաժողովին: Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ ԱԺ փոխնախագահ Էդուարդ Շարմազանովի աշխատակազմից, ԱԺ փոխնախագահը հանդես է եկել ելույթով՝ մասնավորապես նշելով.
«Հարգարժան ներկաներ, մեր հանդիպումը տեղի է ունենում անվտանգության մի շարք հիմնարար խնդիրների շուրջ եզրեր գտնելու դժվարին պայմաններում:
Կցանկանայի ձեր ուշադրությունը հրավիրել ԼՂ հակամարտության վրա, որտեղ ապրիլի 1-ի լույս 2-ի գիշերն ադրբեջանական կողմը շփման գծի ողջ երկայնքով իրականացրեց լայնածավալ սադրիչ ռազմական գործողություններ՝ կիրառելով սպառազինությունների ողջ համալիրը, այդ թվում՝ արգելված ռազմատեխնիկա, որոնք հանգեցրին բազմաթիվ զոհերի նաեւ խաղաղ բնակչության շրջանում: Ադրբեջանի կողմից սանձազերծված լայնածավալ հարձակումը Լեռնային Ղարաբաղի վրա խախտում է իր իսկ կողմից ստորագրված Ադրբեջանի, Լեռնային Ղարաբաղի եւ Հայաստանի միջեւ հրադադարի եւ ռազմական գործողությունների 1994 թվականի եռակողմ անժամկետ համաձայնագիրը, ինչպես նաեւ 1995 թվականի հրադադարի ամրապնդման ռեժիմի համաձայնագիրը:
Նման հանցագործ սադրանքը ցույց է տալիս, որ Ադրբեջանն իրեն դուրս է դնում միջազգային իրավունքից, մերժում է ԵԱՀԿ Մինսկի խմբի համանախագահող երկրների, ինչպես նաեւ միջազգային հանրության՝ ուժի չկիրառմանը եւ վստահության ամրապնդման միջոցներին ուղղված կոչերը: Հենց Ադրբեջանը՝ որպես այս լարվածության աճի նախաձեռնող, կրում է իրադրության սրման ողջ պատասխանատվությունը: Այստեղ ծայրահեղ վտանգավոր է Թուրքիայի միակողմանի, հանցագործ դիրքորոշումը, որը բացահայտորեն պաշտպանում եւ քաջալերում է նման անմարդկային գործողությունները: Այս ամենը ցույց է տալիս, որ Թուրքիան եւս շարունակում է մնալ սպառնալիքներից մեկը տարածաշրջանային կայունության համար:
Հարգելի գործընկերներ, Հայաստանի Հանրապետությունը հիմնվում է միջազգային իրավունքի համընդհանուր սկզբունքների եւ նորմերի վրա՝ առաջնայնությունը տալով հակամարտությունների դիվանագիտական մեթոդներին, հակամարտությունների եւ ճգնաժամային իրավիճակների խաղաղ կարգավորման սկզբունքին:
Ենթադրում ենք, որ մեր գործընկերներն իրենց բողոքի ձայնը կբարձրացնեն ԼՂ հակամարտության ռազմական կարգավորման դեմ: Հարկավոր է գիտակցել, որ ԼՂ ժողովուրդը նույնպիսի իրավունք ունի ապրել խաղաղ, ազատ եւ անկախ, ինչպես Եվրասիական տարածաշրջանի պետությունների քաղաքացիները: Այսպիսով, Ադրբեջանի ագրեսիային Արցախի ժողովուրդը պատասխանեց՝ No pasaran:
Մենք կոչ ենք անում բոլորին միասնական պայքար մղել խավարի, բարբարոսության եւ ատելության դեմ: Միջազգային հանրությունը պետք է համախմբի ջանքերը՝ ահաբեկչությունն ու դրանից ծնված հանգամանքներն արմատախիլ անելու համար»:
