Ստուգաչափման իրավունքն այլեւս մենաշնորհ չի լինի

Կառավարությունը մտադիր է ապակենտրոնացնել ստուգաչափման իրավունքի տրամադրման ոլորտը եւ այսպես ասած մենաշնորհը վերցնել ՀՀ չափագիտության ազգային ինստիտուտից: Ներկայում Հայաստանում ստուգաչափում իրականացնելու իրավունք ունի միայն ՀՀ չափագիտության ազգային ինստիտուտը, որը մեր երկրի չափագիտության ազգային մարմինն է:

Կառավարության այսօրվա նիստում կքննարկվի Էկոնոմիկայի նախարարության հեղինակած նախագիծը ստուգաչափման իրավունքի ապակենտրոնացման հարցի շուրջ, որը կառավարությանը կներկայացնի նախարար Արծվիկ Մինասյանը: Այս նախագծով ստուգաչափման իրավունքի տրամադրման ընթացքում պետք է չափման միջոցը համադրվի ազգային էտալոնի հետ եւ տրվի ստուգաչափման վկայական:

Սակայն լինում են դեպքեր, երբ ինստիտուտը համապատասխան էտալոններ չի ունենում, բայց դրանք ունեն իրավաբանական անձինք (ԵՄ եւ ԵՏՄ կողմից ընդունված սկզբունք է իրավաբանական անձի կողմից ստուգաչափման իրականացումը): Համաձայն օրենքի` ստուգաչափման իրավունքը տրամադրվում է համապատասխան կադրերի եւ սարքավորումների առկայության դեպքում: Այս իրավական ակտի ընդունման նպատակը Հայաստանում ստուգաչափման իրավունքի տրամադրման ապակենտրոնացումն է եւ տվյալ ոլորտում մրցակցային դաշտի խթանմանը նպաստելը: Փոփոխությունները պայմանավորված են Եվրամիությանն ու ԵՏՄ-ին մեր երկրի անդամակցության գործընթացներով:
