 Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի հայաստանյան պատվիրակության անդամ Լևոն Զուրանյանը վեհաժողովի լիագումար նիստում դատապարտել է Ադրբեջանի սադրիչ գործողություններն Արցախի ժողովրդի նկատմամբ: Ինչպես հաղորդում է «Արմենպրես»-ը, Զուրաբյանն իր ելույթում հիշեցրել է, որ ապրիլի 2-ին Ադրբեջանը ձեռնարկել է լայնամասշտաբ ռազմական գործողություններ Լեռնային Ղարաբաղի շփման գծի ողջ երկայնքով, ինչը պատերազմական առաջին լուրջ պոռթկումն էր` 1994 թվականից հիմնականում պահպանված զինադադարից հետո:

«Քառօրյա պատերազմը հակամարտության երկու կողմերից մարդկային կյանքերի մեծ կորուստների պատճառ է դարձել և մեծապես վտանգել տարածաշրջանի անվտանգությունը: Ձգտելով հակամարտության ռազմական լուծմանը` Ադրբեջանը հերթական անգամ ցուցադրել է իր անսահման արհամարհանքը Լեռնային Ղարաբաղի ժողովրդի (այն մարդկանց, որոնց նրանք համարում են Ադրբեջանի քաղաքացիներ)` ավտանգության պայմաններում ապրելու և սեփական ճակատագիրը ազատորեն որոշելու իրավունքների հանդեպ: Դա հենց այն է, ինչի պատճառով էլ այս հակամարտությունն առաջացավ ի սկզբանե»,- ասել է Զուրա բյանը:

Նա նշել է՝ երբ Լեռնային Ղարաբաղը օրինական ճանապարհով Ադրբեջանից անկախանալու որոշում ընդունեց, այդ թվում` 1988 թվականին իր խորհրդարանի որոշմամբ և 1991 թվականի անկախության մասին հանրաքվեով, դրան հետևեցին այդ ինքնորոշումը էթնիկ զտումների և ջարդերի ու ռազմական գործողությունների միջոցով ճնշելու Ադրբեջանի գործողությունները: «1991 թվականին Ադրբեջանը համագործակցելով խորհրդային զորքի հետ` Լեռնային Ղարաբաղի 24 գյուղերից տեղահանել է հայ բնակչությանը, իսկ 1992 թվականին Ստեփանակերտի անհամաչափ ռմբակոծությունը ավելի քան հազար մարդկային կյանքե ր է խլել:
Հենց նման գործողություններին էլ ի պատասխան Լեռնային Ղարաբաղի ինքնապաշտպանական ուժերը նրա շուրջը անվտանգության գոտի են ստեղծել»,- ասել է Զուրաբյանը:

Նա հավելել է, որ խաղաղ կարգավորման ներկայիս ծրագիրը, որը ներկայացվել է Մինսկի խմբի համանախագահների կողմից, նախատեսում է Լեռնային Ղարաբաղի ժողովրդի ինքնորոշման իրավունքի ճանաչում, որը պետք է արտահայտվի դրա վերջնական կարգավիճակի հարցով միջազգայնորեն ճանաչված հանրաքվեի անցկացումով, և անվտանգության միջազգային երաշխիքների ապահովում` ավտանգության գոտու հետ փոխկապակցված: «Ադրբեջանը, սակայն, հրաժարվում է բարեխղճորեն բանակցություններ վարելուց, մերժում Լեռնային Ղարաբաղի հետ ուղիղ բանակցությունները ու զինադադարի մասին համաձայնագրի տմրապնդմանն ուղղված այնպիսի քայլերը, ինչպիսիք են ռազմաճակատի գծից դիպուկահարների հեռացումն ու դիտորդական առաքելության ուժեղացումը»,- ընդգծել է պատգամավորը:

Նրա գնահատմամբ՝ 10 տարվա ընթացքում այդ երկիրը զբաղված է եղել ռազմական նախապատրաստմամբ, ինչի միակ նպատակն է վերացնել Լեռնային Ղարաբաղի հայերին, և ոչ թե հաշտեցման գնալ նրանց հետ: Միջազգային հանրությունը պետք է ապահովի, որ Ադրբեջանը հարգի միջազգային իրավունքի ամենահիմնարար սկզբունքներից մեկը, այն է` հրաժարումը ուժի կիրառումից կամ սպառնալիքից հակամարտությունների լուծման նպատակով:
