Վերջին օրերին շատ է խոսվում՝ տարբեր տեղերից, թալանողներից և օլիգարխներից պահանջել գումարներ, զենք գնել և պատրաստվել պատերազմի։ Համաձայն եմ, որ մենք պետք է ամեն բան անենք, որ մեր զինված ուժերը որևէ կերպ չզիջեն թշնամու զինված ուժերին՝ թե՛ պաշտպանողական, թե՛ հարձակողական նորագույն տեխնոլոգիաներով հագեցած զենքերով ու մեխանիզմներով։ Բայց մի կարևոր հանգամանք կա այստեղ. մենք չպետք է մտնենք լոկ սպառազինությունների մրցավազքի մեջ թշնամի պետության հետ, քանի որ այդ մրցազավազքում մենք ի սկզբանե պարտված ենք։ Մենք կգնենք տաս Սոլնցեպյոկ և քսան Սմերչ, դրան ի պատասխան՝ թշնամին հիմնվելով նավթադոլարների վրա կարող է գնել կրկնապատիկ անգամ շատ։ Մենք պիտի մրցակցենք հակառակորդի հետ այնտեղ, որտեղ կարող ենք նրան հաղթել. մենք պետք է կառուցենք ժամանակակից և առաջադեմ պետություն, որտեղ կոռուպցիան արմատախիլ կարվի, որտեղ գործադիր իշխանության ներկայացուցիչները բիզնեսմեններ չեն լինի, որտեղ կգործեն զսպումների և հակակշիռների մեխանիզմներ, կկազմակերպվեն ազատ և արդար ընտրություններ, երաշխավորված կլինեն քաղաքական և քաղաքացիական ազատությունները, կստեղծվեն զարգացման համար հավասար հնարավորություններ և որտեղ դատարանները կլինեն արդար ու մատչելի։ Մենք պետք է ստեղծենք տեխնոլոգիապես զարգացած և ազատ պետություն, որն իր առջև կդնի ոչ թե զուտ գոյատևելու, այլ զարգանալու նպատակ: Եթե մենք հաղթենք հարևաններին այս ոլորտներում, վստահեցնում եմ, որ մենք կհաղթենք ցանկացած պատերազմում։
