Ադրբեջանն այս ընթացքում ջանք չի խնայել 1994թ. կնքված զինադադարի պայմանագրից դուրս գալու և ԼՂ հակամարտության կարգավորման նոր փաստաթուղթ առաջ քաշելու համար, սակայն նրա դիվանագիտական ծրագիրը ձախողվել է: ՀՀԿ ԳՄ նիստից հետո լրագրողների հետ հանդիպմանն այս մասին ասաց ՀՀԿ խոսնակ, ԱԺ փոխնախագահ Էդուարդ Շարմազանովը: «Ռուսաստանի արտաքին գործերի նա խարար Սերգեյ Լավրովը, հանդես գալով նաև ԵԱՀԿ Մինսկի խմբի համանախագահների անունից, հայտարարեց, որ 1994թ. հրադադարի համաձայնագիրն անժամկետ է և այն պետք է գործի: Այն որ նման հայտարարություն է լինում, առաջին հերթին նշանակում է, որ Մինսկի խմբի համանախագահները ընդունում են, որ հակամարտության կողմերից մեկը Լեռնային Ղարաբաղն է, որի ստորագրությունը ևս կա զինադադարի համաձայնագրի տակ»,-  նշեց Շարմազանովը:

Շարմազանովը հիշեցրեց, որ մինչ Լավրովի այցը շատ էր խոսվում հակամարտության կարգավորման նոր փաստաթղթի մասին, տարածքներ հանձնելու և միակողմանի զիջումների մասին, որ Լավրովը գալիս է ինչ-որ բան պարտադրելու: «Սեղանին դրված է այն փաստաթուղթը, որը քննարկվել է 2011թ. Կազանում: Իսկ Ռուսաստանի արտգործնախարարը հստակ նշեց, որ Կազանի փաստաթղթից հրաժարվել է ոչ թե Հայաստանը, այլ Ադրբեջանը: Իսկ եթե Ադրբեջանն է հրաժարվել, ուրեմն այդ փաստաթուղթը ձեռնտու չէ հենց Հայաստանի համար: Բացի այդ, Լավրովը ևս մեկ անգամ շեշտեց, որ հարկավոր է շփման գծում հետաքննությա ն մեխանիզմ ներդնել, ինչին հայկական կողմը միշտ կողմ է արտահայտվել, իսկ Ադրբեջանը մերժել է »,- հավելեց ԱԺ փոխնախագահը:

Շարմազանովը կարևորում է նաև Սերգեյ Լավրովի այն հայտարարությունը, որ ապրիլյան պատերազմի օրերին Թուրքիայի ղեկավարության հայտարարություններն ոչ թե խաղաղության կոչեր են եղել, այլ պատերազմի: «Սա ևս հստակ մեսիջ է: Մենք բազմիցս ենք ասել, որ Թուրքիան է միակ երկիրը, որը բացահայտ աջակցում է Ադրբեջանի հանցագործ քաղաքականությանը: Եվ այսօր Ռուսաստանի արտաքին գերատեսչության ղեկավարն էլ կրկնեց նույնը»,-ընդգծեց նա:

Միևնույն ժամանակ, ԱԺ փոխնախագահն ընդգծեց, որ ԼՂ հակամարտության խաղաղ կարգավորման բանակցությունների վերսկսման մասին դեռ վաղ է խոսել:

«Բանակցությունները վերսկսելո համար պետք են վստահության մեխանիզմներ, սպառազինությունների բալանսավորում և վստահություն, որ Ադրբեջանը երկրորդ անգամ չի գնա սադրիչ գործողության: Այս ամենն արդեն պետք է անի միջազգային հանրությունը: Ես ասել եմ, որ արդեն ժամանակն է, որպեսզի միջազգային հանրությունը ոչ միայն ճնշում գործադրի Ադրբեջանի վրա, այլ պատժամիջոցներ կիրառի այդ երկրի նկատմամբ: Իսկ մենք երկու բան պետք է արձանագրենք, որ ռազմի դաշտում պաշտպանության բանակի զինծառայողները կարողացան չեզոքացնել Ադրբեջանին, իսկ դիվանագիտական դաշտում էլ ձախողվեց Ադրբեջանի պլանը՝ դուրս գալ զինադադարից և առաջ բերել հակամարտության կարգավորման նոր փաստաթուղթ»,- եզրափակեց Շարմազանովը:
