Չեմ կարծում, որ Ռուսաստանը լրջորեն մտադիր է ստիպել, որ Ղարաբաղը որոշ տարածքներ զիջի ադրբեջանին։ Ի տարբերություն Հայաստանի իշխանությունների, Ռուսները հստակ գիտակցում են, թե դա ինչ անկանխատեսելի հետևանքներով է հղի։ Քաղաքական նոր իրավիճակի տրամաբանությունը մի բան է հուշում․ Ռուսները ցանկանում են այնպիսի ուժերի տեսնել Հայաստանի իշխանության վերին ոլորտներում, որոնք հասկանան հենց իրենց՝ Ռուսներին։ Այս քսանհինգ տարիների ընթացքում, ինչպես և այսօր, արևմուտքը փորձում է հակառուսական տրամադրություններ բորբոքել, որին միամտորեն կուլ են գնում շատերը․․․ Հայաստանի իշխանությունների կողմից դրսևորվող գործողություները խոսում են որևէ հստակ դիրքորոշման բացակայության մասին։ Արդեն և Ռուսաստանի, և ԱՄՆ-ի համար ակնհայտ է, որ Հայաստանի իշխանությունների միակ ցանկությունը խաբուսիկ խաղաղությունն է, որ նրանք շարունակեն հանգիստ զբաղվել իրենց հիմնական զբաղմունքով՝ բյուջեի թալանով և․․․ զանազան <<հաճույքներով>>․․․ Նման կառավարության հետ պարզապես անհնար է որևէ լուրջ հարց լուծել․․․ Ռուսաստանն օգնում և զինում է քրդերին․ Մոսկվայում բացվել է դեսպանատան նման մի բան։ ԱՄՆ-ն նույնպես օգնում է քրդերին, թեև թուրքիան ԱՄՆ-ի դաշնակիցն է, և թուրքիայի իշխանությունները բազմիցս բողոքել են Վաշինգտոնի այդ քաղաքականության դեմ․․․ Մեր իշխանությունների պահվածքից ամենևին նկատելի չէ, որ նրանք փորձում են հասկանալ, թե ինչպիսի զարգացումներ կարող են լինել այս տարածաշրջանում․․․ Իսկ Մոսկվայի համար խնդիրն այնքանով է բարդ, որ Հայաստանի իշխանությունները ստեղծել են ոստիկանական հզոր համակարգ և հիմնովին ջլատել ու ոչնչացրել ընդդիմությանը․․․ Իհարկե, պետությունը պետք է ունենա հզոր ոստիկանական համակարգ, բայց ոչ ի հաշիվ երկրի պաշտպանունակության և ոչ երկրի քաղաքացիների դեմ, այլ հենց երկրի քաղաքացիների սահմանադրական իրավունքները պաշտպանելու համար, մանավանդ, իշխանությունը միշտ ավելի բարոյական է, քան ընդդիմությունը, որը չի խորշում ոչ մի միջոցից իշխանության հասնելու համար․․․ Ամենայն հավանականությամբ, Ռուսները չեն ցանկանում հարցը լուծել Հայաստանի համար վտանգավոր ճանապարհով, այսինքն՝ ներքին խժդժությունների միջոցով։ Բայց եթե հնարավոր չլինի խաղաղ ճանապարհով՝ ընտրություններ, հրաժարական և այլն․․․ հասնել կամ իշխանափոխության, կամ քաղաքական հստակ կուրսի որդեգրման Հայաստանի թեկուզ ներկա իշխանությունների կողմից, ապա շատերի համար է տեսանելի, որ երկրին իսկապես աղետ է սպասվում․․․
