Ռուսաստանի Դանշնության արտաքին գործերի նախարար Սերգեյ Լավրովի երևանյան այցի ուղերձն այն է, որ քանի դեռ կրակում են Լեռնային Ղարաբաղի ուղղությամբ ու կա կրակելու վտանգ, չի կարող լինել նորմալ բանակցային գործընթաց: Հետևաբար, անհրաժեշտ է ձեռնարկել հրադադարի ռեժիմի ամրապնդման գործողություններ: «Արմենպրես»-ի փոխանցմամբ` այս մասին ապրիլի 23-ին լրագրողների հետ զրույցում նշեց ՀՀ արտաքին գործերի նախարարի տեղակալ Շավարշ Քոչարյանը: «Լավրովն ասաց, որ ոչ միայն համանախագահների մակարդակով, այլ դիմելու են Գերմանիային` ԵԱԿՀ գործող նախագահությանը, որպեսզի այդ մեխանիզմների ներդրումը լինի»,-ասաց ԱԳ փոխնախարարը:

Լրագրողների հարցին, թե արդյոք, որոշակի շրջաններ զիջելու հարց է քննարկվել Նալբանդյան-Լավրով հանդիպման ժամանակ, քանի որ ռուսական լրատվամիջոցները, հղում անելով իրենց աղբյուրներին, նման խոսակցություններ էին շրջանառում մինչ հանդիպումը, Շավարշ Քոչարյանը պատասխանեց. «Դուք հղում եք անում մամուլի վրա, ես խոսում եմ պաշտոնական բանակցությունների ու պաշտոնական արձագանքի մասին: Միշտ չէ, որ մամուլի ասածն ու պնդումները մոտ են իրականությանը, դուք առաջնորդվեք նրանով, թե ինչ ասաց Լավրովը»:

Անդրադառնալով ապրիլի 22-ին Սերգեյ Լավրովի ու Էդվարդ Նալբանդյանի համատեղ ասուլիսին Լավրովի նշած առաջարկություններին ու Կազանյան փաստաթղթին` ԱԳ փոխնախարարը նշեց, որ խոսքը տարբեր հարթակների մասին է: «Կան երկու տարբեր հարթակներ, առաջինը Մադրիդան փաստաթուղթն ու դրա շուրջ բանակցություններն են, որոնք բերեցին Կազանին, որը մերժեց Ադրբեջանը: Հարթակ երկրորդ` այն առաջարկությունները, որ կապված են կրակի դադարեցման ռեժիմը ամրապնդելուն: Խոսքը գնում է նրա մասին, որ ներդրվեն միջադեպերի հետաքննության մեխանիզմներ»,-փաստեց Քոչարյանը:

«Կազանի փաստաթուղթը նույն Մադրիդյան սկզբունքների հիման վրա է, չէ՞, այսինքն` որոշակի շրջաններ հանձնել ևս ենթադրվում է» հարցին ի պատասխան` Շավարշ Քոչարյանը նշեց, որ համանախագահների առաջարկած մոդելը, այո, ենթադրում է փոխզիջումներ, որը, սակայն, ՀՀ պաշտոնյաները չեն, որ պետք է իրականացնեն: «Հայաստանը երբեք չի կարող համաձայնել այդպիսի քայլի, որովհետև դա առաջին հերթին` միայն Ղարաբաղի տնօրինության տակ է, որովհետև ընդհանուր առմամբ` կարգավորման փաստաթղթի մեծամասնությունը վերաբերում է հենց Լեռնային Ղարաբաղին: Հայաստանը կա այս բանակ ցություններում, որ դրանք չընդհատվեն, բայց Ղարաբաղի փոխարեն որևէ հարց ՀՀ որևէ պաշպտոնյա չի կարող լուծել. լինի կարգավիճակի հարց, տարածքների հարց, որը այսօր բացահայտ ֆիքսված է նաև Ղարաբաղի Սահմանադրության մեջ»,-եզրափակեց պաշտոնյան:
