«Արդյունավետությունը ժամանակակից աշխարհի ամենակարևոր խնդիրն է: Չնայած այն միշտ էլ կարևոր է եղել, ուղղակի մարդկությունը միայն 20-21-րդ դարերում է գիտակցել այս խնդրի կարևորությունը և հասկացել, որ զարգացման առանցքային բանաձևը եղած ռեսուրսների ճշգրիտ օգտագործումն է: Էական չէ, դու որքան բնական ռեսուրսներ ունես, էական չէ՝ ինչ աշխարհագրական դիրքում ես գտնվում:

Բոլոր դեպքերում դու ունես ինչ-որ հնարավորություններ, և քո զարգացման ու հաջողության բանաձևը քո ռեսուրսների արդյունավետ օգտագործումն է: Սա, իհարկե, առաջին հերթին մտածողության խնդիր է: Այսինքն նախևառաջ պետք է այսպես մտածել, և մտածողության խնդիրն է, որ առայժմ լուծված չէ Հայաստանում: Որևէ գործ իրականացնելիս կամ ձեռնարկելիս մարդիկ ավելի շատ կենտրոնանում են նրա վրա, թե իրենք ինչ չունեն: Նավթ չունեն, փող չունեն, ջուր չունեն, հող չունեն, շուկա չունեն, ենթակառուցվածք չունեն: Բայց նույնիսկ եթե վերը նշվածից որևէ բան չունես, չի կարող պատահել, որ ընդհանրապես որևէ բան չունենաս: Ուրեմն պետք է փորձել կենտրոնանալ նրա վրա, ինչ ունես, և մտածել, թե ինչպե՞ս է հնարավոր ունեցածը որևէ ուրիշ, ավելի էական և ավելի արժեցող բանի վերածել, ընդ որում՝ դա անել այնպես, որ սա էլ, իր հերթին, ավելի արժեցող բանի վերածվելու հետագա շանս ունենա:

 Ասվածը, ընդ որում, վերաբերվում է թե՛ անհատական, թե՛ պետական,  և թե քաղաքական մակարդակներին: Եվ երբեմն շատ դժվար է ասել, թե որ մակարդակից պետք է սկսել մտածողության այդ փոփոխությունը անհատակա՞ն, պետակա՞ն, թե՞ քաղաքական մակարդակից»,–գրում է թերթը։
