Էրդողանը այսօր ժամանելու է Բաքու. ի՞նչ պետք է սպասել այդ հանդիպումից

Էրդողանը այսօր ժամանելու է Բաքու, որտեղ տոլերանտությանը նվիրված ՄԱԿ-ի Քաղաքակրթությունների դաշինքի գլոբալ ֆորումին մասնակցելու պատրվակով, երկկողմ հանդիպում է ունենալու Իլհամ Ալիևի հետ։ Ի՞նչ պետք է սպասել այդ հանդիպումից։

Թերևս բարդ է դատել «լավ» կամ «վատ» կատեգորիաներով, որովհետև ամեն ինչ հարաբերական է։ Եթե մենք ընդունում ենք այն հիպոթեզը, որ պատերազմական ակտիվ գործողությունների վերսկսումն անխուսափելի է ու զուտ ժամանակի հարց է, և սա առանցքային կետ ենք համարում մեր դատողություններում, ապա այս հանդիպումից կարելի է շատ «լավ» բաներ ակնկալել։ Օրինակ՝ Ադրբեջանի կողմից երկրորդ խոշորամասշտաբ հարձակում, որը հերթական անգամ կոտրելով, խուսափում ենք նախահարձակ ագրեսսորի ամպլուայից և ավելի հարմար աշխարհաքաղաքական դիրքեր ստանում՝ ռազմական առաջխաղացում ապահովելու հարցում։

Անձամբ ես կասկած չունեմ, որ Ալիև-Էրդողան բանակցությունների առանցքային թեման լինելու է 4-օրյա պատերազմն ու հետագա անելիքները։ Ակնհայտ է, որ Թուրքիան խիստ շահագրգռված է ակտիվ մարտական գործողությունների վերսկսումով, ու պոլիշինելի գաղտնիքն է, որ Ալիևը նման արկածախնդրությունների գնաց այդ թվում նաև Էրդողանի հորդորներով (չի բացառվում, որ նաև միանգամայն նյութական արտահայտում ունեցող հորդորներով)։ Չեմ տեսնում որևէ պատճառ, որը Թուրքիային հետ կպահեր Ալիևին նոր էսկալացիայի մղելուց։

Թուրքիային սա պատք է Ադրբեջանին իրեն էլ ավելի մոտեցնելու և Ռուսաստանի ազդեցության ոլորտից վերջնականապես անելու համար։ Գուցե տարօրինակ հնչի, բայց ինչ որ չափով, Էրդողանին նույնիսկ ձեռնատու է, որ Ադրբեջանը կրկին պարտվի ու անգամ տարածքային կորուստներ ունենա։ Դա պատրվակ կլինի ռազմաքաղական համագործակցությունը խորացնելու համար, ինչին այդքան ընդդիմանում է Ռուսաստանը, և կասկածում եմ, որ հենց հանուն սրալ էլ վարում է մեր տեսանկյունից այն զզվելի քաղաքականությունը, որ վարում է (այդ թվում՝ զենք վաճառելը)։ Պարտության մատնվելու և առավել ևս՝ տարածքներ կորցնելու դեպքում, Ադրբեջանն էլ ավելի է ուժեղացնելու ճնշումը Ռուսաստանի աջակցությունը ստանալու հարցում, և եթե չստանա այն՝ ավելի է մտերմանալու Թուրքիայի հետ։ Մտերմություն ասածն էլ կարող է արտահայտման տարբեր ձևեր ունենալ՝ ընդհուպ մինչև թուրքական ռազմաբազաների հիմնումը Ադրբեջանի տարածքում, ինչը Ռուսաստանի համար մղձավանջի պես մի բան է։

Ռուսներն էլ իրենց հերթին են շատ բարդ կացության մեջ, որովհետև արդեն հասել են այն հոգեբանական շեմին, որից այն կողմ չեն կարող անտեսել մեր շահերը, հակառակ դեպքում կարող են Ադրբեջանում էֆեմեր ազդեցությունը պահպանելու հետևից ընկնելով՝ կորցնեն Հայաստանը, որը նույնիսկ էլ ավելի անթույլատրելի է, քան Դաղստանի սահմանի մոտ թուրքական բազաներ ունենալը։

Մի խոսքով, շատ բարդ աշխարհաքաղաքական շախմատ է, որում տակտիկական առավելությունը դեռևս Թուրքիայինն է։ Դե իսկ մեր մասով մնում է պահպանել համառությունն ու անզիջումությունը։ Եթե կարողանանք ճիտ պահել մեզ, ապա ոչ միայն եղածը կարող ենք պահել, այլ մի բան էլ՝ բազմապատկել, բայց պայմանով, որ պետք է լրջանանք․ այսպիսի բռի ու անատասխանատու պետական ապարատով և դիվանագիտությամբ հեռուն չես գնա։ Փոխվել է պետք, պարոնա՛յք։

Հ․Գ․ ․․․ իսկ այդ միջոցին, Մ2 մայրուղու Գորիս-Սիսիան ճանապարահահատվածը շարունակում է մնալ փլատակ վիճակներում, և որքան էլ Կապի ու Տրանսպորտի նախարարությունը հղում անի տրոպիկական մուսսոնային անձրևների վրա, տեղի բնակչությունը վստահեցնում է, որ արդեն մի քանի օր է շատ էլ չոր ու նորմալ եղանակ է, բայց ոչ մի աշխատանք էլ չի տարվում։
