«Մենք մտահոգված ենք Թուրքիայի խորհրդարանի հայ պատգամավոր Գարո Փայլանի անվտանգության հարցով»,- «Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսում նշեց ՀՅԴ հայ դատի և քաղաքական հարցերի գրասենյակի պատասխանատու Կիրո Մանոյանը:

«Թուրքիայի խորհրդարանում Գարո Փայլանի քայլն ու ելույթը ողջունելի է: Առաջին անգամ նման ելույթ հնչեցվեց Թուրքիայի խորհրդարանում: Դա փաստ է, որը վկայում է այն մասին, որ Թուրքիայի հայ համայնքում կա մի բավական համարձակ հատված, որն իր իրավունքները կարող է պաշտպանել: Գարո Փայլանը հարցազրույց է տվել և ասել, որ որոշ պատգամավորներ մոտեցել են, ցանկացել են հավելյալ տեղեկություն ստանալ: Ամեն դեպքում մենք մտահոգված ենք նրա անվտանգության հարցով: Այդ ելույթից հետո ուշադրությունը հրավիրվելու է նրա վրա»,-ասաց Կիրո Մանոյանը:

1915թ․ Օսմանյան կայսրության կողմից իրականացված Հայոց ցեղասպանության զոհերի հիշատակին Թուրքիայի խորհրդարանի պատգամավոր Գարո Փայլանը դիմել է աննախադեպ ու խիզախ քայլի. նա Թուրքիայի խորհրդարանի պատգամավորների աթոռներին դրել է Օսմանյան խորհրդարանի հայ երեսփոխաններ, մտավորականներ՝ Հայոց ցեղասպանության ժամանակ սպանված Գրիգոր Զոհրապի, Վարդգես-Հովհաննես Սերենգուլյանի, Նազարեթ Տաղավարյանի, Կարապետ Փաշայանի, Օնիկ Դերձակյանի, Պետրոս Հալաչյանի նկարները։ Նա մեջլիսի ղեկավարությունից պահանջել է հետաքննել և պարզել այս հայ պատգամավորների ճակատագիրը, ովքեր 1915 թվականին հանվել են իրենց տներից և տարվել անհայտ ուղղությամբ ու սպանվել, ինչպես նաև պահանջել է պարզել, թե որտեղ են հայ գործիչների մասունքները և ովքեր են եղել հանցագործները:
