ԼՂՀ ԱԳՆ. Ադրբեջանի իշխանությունները փորձում են վերջնականապես խափանել հակամարտության խաղաղ կարգավորման գործընթացը

2016 թվականի ապրիլի 2-5-ը Լեռնային Ղարաբաղի Հանրապետության դեմ սանձազերծված լայնածավալ ագրեսիայից հետո Ադրբեջանի իշխանությունները շարունակում են ջանքեր գործադրել՝ վերջնականապես խափանելու հակամարտության խաղաղ կարգավորման գործընթացը եւ այն տեղափոխելու ռազմական հարթություն: Այս մասին ասված է ԼՂՀ ԱԳ նախարարության տարածած հայտարարությունում:

Դրա համաձայն, այդ մասին են վկայում 1994թ. մայիսի 12-ին կնքված հրադադարի եռակողմ համաձայնագիրը միակողմանիորեն չեղարկելու՝ ՄԱԿ-ում եւ ԵԱՀԿ-ում Ադրբեջանի կողմից ձեռնարկված փորձերը:

Հայտարարությունում նաեւ նշվում է. «Ադրբեջանական կողմը դիմում է արդեն ավանդական դարձած խարդախության եւ մեքենայությունների պրակտիկային՝ փորձելով մեղքը դնել հայկական կողմի վրա եւ դրանով իսկ խուսափել պատերազմ սանձազերծելու համար պատասխանատվությունից:

Այս կապակցությամբ անհրաժեշտ ենք համարում հիշեցնել, որ ԼՂՀ, Ադրբեջանի և Հայաստանի միջև 1994 թ. մայիսին 12-ին անժամկետ կնքված համաձայնագիրը հանդիսանում է ադրբեջանա-ղարաբաղյան հակամարտության կարգավորման գործընթացում միակ իրական ձեռքբերումը: Հենց այս համաձայնագրի շնորհիվ է հիմք դրվել խաղաղ բանակցություններին եւ պայմաններ ստեղծվել հակամարտության արդարացի եւ վերջնական լուծմանն ուղղված միջնորդների գործունեության համար:

Կիսելով ԵԱՀԿ Մինսկի խմբի տեսակետն առ այն, որ սույն համաձայնագիրը, ինչպես նաեւ 1995թ. փետրվարին կնքված համաձայնագիրը հիմք են հանդիսանում հրադադարի եւ դրա ամրապնդման համար, չափազանց կարեւոր ենք համարում միջազգային հանրության եւ միջնորդ երկրների դիրքորոշումների կոնսոլիդացումն արդյունավետ եւ անհետաձգելի միջոցներ ձեռնարկելու հարցում՝ ստիպելու Ադրբեջանին հավատարիմ լինել նշված համաձայնագրերի շրջանակում ստանձնած պարտավորություններին։

ԼՂՀ ԱԳՆ-ն խստորեն դատապարտում է նշված համաձայնագրերը վերանայելու՝ ադրբեջանական իշխանությունների ցանկացած փորձ՝ այն գնահատելով որպես հերթական պատերազմ սանձազերծելու Ադրբեջանի բացահայտ մտադրություն, եւ անհրաժեշտ է համարում 1994թ. մայիսին հաստատված հրադադարի ռեժիմի լիակատար վերականգնումը։

ԼՂՀ-ի եւ նրա բնակչության անվտանգության ապահովման, ինչպես նաեւ տարածաշրջանում խաղաղության եւ կայունության հաստատման նպատակով ԼՂՀ իշխանությունները կձեռնարկեն դիվանագիտական եւ հնարավոր այլ միջոցներ` 1994թ. մայիսի 12-ի և 1995 թ. փետրվարի 6-ի համաձայնագրերի լիակատար իրագործումն ապահովելու եւ Ադրբեջանի իշխանությունների կողմից ծրագրված հանցագործ սցենարով իրադարձությունների զարգացման հնարավորությունը բացառելու համար»:
