«Ժամանակ» թերթը գրում է. «ԵԱՀԿ Մինսկի խմբի բոլոր միջնորդները՝ Միացյալ Նահանգները, Ռուսաստանը եւ Ֆրանսիան, այսօր աշխատում են մեկ նպատակի շուրջ՝ պահպանել հրադադարը շփման գծում եւ հակամարտող կողմերի միջեւ անհապաղ վերսկսել բանակցային գործընթացը՝ եռանախագահների հովանու ներքո՝ մեզ ասաց ԵԱՀԿ Մինսկի խմբի ամերիկացի համանախագահ, դեսպան Ջեյմս Ուորլիքը՝ պատասխանելով մեր հարցերին:

Դեսպան Ուորլիքը շեշտում է՝ հակամարտությունը չունի ռազմական լուծում: Միջնորդներն այսօր աշխատում են ընդլայնել այն միջոցները, որոնք թույլ կտան կրճատել բախումների ռիսկերը շփման գծում՝ մասնավորապես աշխատելով ԵԱՀԿ մոնիտորինգային առաքելության ընդլայնման ուղղությամբ:

«Շփման գծում ու հայ-ադրբեջանական սահմանին տիրող անկայունությունը հստակ մատնանշում է, թե ինչու է անհրաժեշտ, որ կողմերն անհապաղ ձեռնամուխ լինեն համակողմանի կարգավորման շուրջ բանակցությունների»,- ասել է ամերիկացի համանախագահը:

Մեր հարցին՝ ինչո՞ւ ի վերջո չի կայացել Սարգսյանի եւ Ալիեւի հանդիպումը Վաշինգտոնում, Ուորլիքը պատասխանել է, թե նախագահ Օբամայի կողմից Հայաստանի եւ Ադրբեջանի նախագահների միջեւ հանդիպում անցկացնելու ծրագիր չի եղել ի սկզբանե:

Կա՞ արդյոք որեւէ առաջընթաց դիվանագիտական գործընթացում՝ քառօրյա պատերազմից հետո: Եղան մի շարք հանդիպումներ թե՛ Հայաստանի եւ թե՛ Ադրբեջանի նախագահների հետ: Տարածաշրջան այցելեցին նաեւ Մինսկի խմբի համանախագահները: Ի՞նչ արդյունքների են հասել կողմերը: Հնարավոր կլինի՞ կայունացնել վիճակը եւ խուսափել ապագայում ռազմական լայնածավալ գործողությունների վերսկսումից:

Ապրիլի 5-ից հրադադարը մեծապես պահպանվում է, սակայն մեզ շարունակում է մտահոգել, որ տիրում է մեծ լարվածություն, եւ տեղի են ունենում հրադադարի խախտումներ: Շփման գծում ու հայ-ադրբեջանական սահմանին տիրող անկայունությունը հստակ մատնանշում է, թե ինչու է անհրաժեշտ, որ կողմերն անհապաղ ձեռնամուխ լինեն համակողմանի կարգավորման շուրջ բանակցությունների: Մենք միանշանակ փաստում ենք, որ լայնածավալ ռազմական գործողություններ վերստին չեն կարող լինել, եւ այս հակամարտությունը չունի ռազմական լուծում: Մենք նաեւ աշխատում ենք կողմերի հետ բռնությունների ռիսկը կրճատող միջոցների, օրինակ՝ ԵԱՀԿ մոնիտորինգային առաքելության ընդլայնման շուրջ»:
