Հայաստանը մշտապես կողմ է եղել Լեռնային Ղարաբաղի հակամարտության խաղաղ կարգավորմանը բանակցությունների միջոցով, և սին են ադրբեջանական կողմի փորձերը ներկայացնել, թե Հայաստանը հրաժարվում է բանակցություններից: Ազգային ժողովում կառավարության հետ հարցուպատասխանի ժամանակ այս մասին ասաց ՀՀ ԱԳ նախարար Էդվարդ Նալբանդյանը՝ պատասխանելով ՀՀԿ խմբակցության պատգամավոր Սամվել Ֆարմանյանի հարցին: «Հա յաստանը միշտ կողմ է եղել հակամարտության խաղաղ կարգավորմանը և բանակցություններին: Հայաստանը երբեք չի հրաժարվել տարբեր մակարդակների հանդիպումներից: Եթե եղել են հանդիպումներ, որոնք չեն կայացել, դա եղել է միայն ադրբեջանական կողմի մեղքով: Վերջին նման դեպքը եղել է Վաշինգտոնում, որտեղ ադրբեջանցիները հրաժարվեցին հանդիպել նույնիսկ համանախագահների հետ»,-«Արմենպրես»-ի հաղորդմամբ՝ նշեց Նալբանդյանը:
Նա նշեց, որ բանակցային գործընթացի հեռանկարները կախված են նրանից, թե որքանով կբացառվեն այն հետևանքները, որոնք ստեղծվել են Արցախի ժողովրդի դեմ Ադրբեջանի սանձազերծած ռազմական լայնամասշտաբ գործողությունների արդյունքում: «Միջազգային հանրության, եռանախագահող երկրների և Հայաստանի ջանքերն ուղղված են այդ հետևանքների բացառմանը, որպեսզի բացառվի կրկնությունը, ինչ տեղի ունեցավ ապրիլին: Դրա մասին էր ասում նաև Սերգեյ Լավրովը իր այցի ընթացքում: Միայն ասեկոսներ էին, թե նա ինչ-որ փաստաթուղթ է բերել, թե ինչ-որ բանակցությութներ են վարվում: Եթե համապատասխան պայմաններ ստեղծված չեն, բանակցային գործընթացի մասին խոսել չի կարելի»,- մանրամասնեց նախարարը:
Էդվարդ Նալբանդյանը նաև նշեց, որ Ադրբեջանը 1994թ. կնքված եռակողմ զինադադարի ուժի մեջ լինելն է փորձել կասկածի տակ դնել: «Նման փորձեր են կատարվել դիվանագիտական կուլիսներում՝ Վիեննայում, Նյու Յորքում: Եվ եռանախագահների կողմից եղավ համապատասխան արձագանք: Նրանք ասացին այն, ինչ մենք ենք ասում, որ եռակողմ անժամկետ զինադադարի հաստատման և ամրապնդման համաձայնագրերը, որոնք կնքվել են 1994-1995 թթ. ուժի մեջ են և պետք է անխտիր իրականացվեն: Սա միջազգային հանրության, եռանախագահների կարծիքն է: Ադրբեջանն իր քայլով ևս մեկ անգամ ցույց տվեց, որ հակադրվում է միջազգային հանրությանը: Նրանց դիվանագիտոքւթյան կողմից սխալ հաշվարկներ էին»,- ասաց նախարարը:
Նա հավելեց, որ Ադրբեջանը ձևացնում է, որ տեղյակ չեն, թե ինչպես եղավ, որ Արցախի դեմ ապրիլի 2-ին լայնածավալ ռազմական գործողություններ են սանձազերծել, տեղյակ չեն, թե ինչքան զոհ են տվել դրա արդյունքում, տեղյակ չեն, թե ինչ է նշանակում այն առաջարկը, որը վերաբերում է հետաքննության մեխանիզմների ստեղծմանը, տեղյակ չեն ԼՂ հակամարտության կարգավորման վերաբերյալ եռանախագահների 5 հայտարարություններից:
«Ես կարծում եմ, որ այդ անտեղյակների համար կարող ենք հիշեցնել, որ տեղեկություն չունենալը չի ազատում պատասխանատվությունից: Ես կարծում եմ, որ եկել է ժամանակը, որպեսզի միջազգային հանրությունը կարգի հրավիրի Ադրբեջանին և վերադարձնի բանակցությունների սեղան: Այն ժամանակ հնարավորություն կլինի նաև բանակցային գործընթացը շարունակել: Իսկ այսօր մեր հանդիպումները ուղղված են նրան, որպեսզի հաղթահարվեն այն հետևանքները, որոնք ստեղծվել են Ադրվբեջանի սանձազերծած գործողությունների արդյունքում»,- եզրափակեց Նալբանդյանը:
