Պատերազմը ոչինչ չսովորեցրեց. 8 միլիոն ավելի գումար կհատկացվի ավիատոմսերին.«Ժամանակ»

«Ժամանակ» թերթը գրում է. «Մինչ հասարակությունն այսօր քննարկում է սահմանի համար զենք ձեռք բերելու հնարավորությունները, իսկ ԼՂՀ կառավարությունը դիմել է համայն հանրությանը եւ աջակցություն է խնդրում, ՀՀ կառավարության ծախսերն այս տարի, պարզվում է, ոչ միայն չեն կրճատվել, այլեւ որոշ մասերով աճել են:
Չնայած վարչապետ Հովիկ Աբրահամյանը պարբերաբար հայտարարություններ է անում պետական միջոցները խնայելու մասին, 2016թ. կառավարության գնումների պլանից երեւում է, որ կառավարության որոշ ծախսեր աճել են նախորդ տարվա համեմատ:
Օրինակ՝ կառավարությունն այս տարի նախատեսել է 20 մլն դրամ ծախսել օդային փոխադրումների՝ ավիատոմսերի համար, նախորդ տարվա 12 մլն-ի դիմաց: Ասել է թե՝ 8 մլն-ով ավելացել են ավիատոմսերի ծախսերը: Ընդ որում՝ պաշտոնական գործուղումներն իրենցից ենթադրում են այլ ծախսեր եւս:
Արտասահմանյան գործուղումների համար կառավարությունը այս տարվա փետրվար եւ մարտ ամիսներից տոմսերի պատվերների կենտրոնացված համակարգ է ներդրել, եւ պետական գերատեսչությունների բոլոր աշխատողները գործուղումների ուղեւորվելու են էկոնոմ դասի չվերթներով, ընդ որում՝ գնվելու է ամենաէժան տոմսը: Այս դեպքում առնվազն անհասկանալի է ավիատոմսերի գնման համար գումարի ավելացումը մոտ 65 տոկոսով:
Հիշեցնենք, որ նոր ընդունված կարգի համաձայն՝ նախարարները նույնպես ուղեւորվելու են էկոնոմ դասի տոմսերով՝ բացառությամբ, եթե թռիչքի տեւողությունը ութ ժամից ավելի է: Բիզնես կլասով ուղեւորվելու են միայն Ազգային անվտանգության խորհրդի անդամները:
Հիշեցնենք, որ խնայողությունների անհրաժեշտությունից խոսող կառավարությունը անցյալ տարեվերջին լրացուցիչ 50 մլն դրամ հատկացրեց ԱԺ-ին՝ արտասահմանյան գործուղումների ճեղքվածքը փակելու համար:
Իսկ անցյալ տարվա մայիսին գործադիրը 60 մլն դրամով ավելացրել էր 2015 թվականի առաջին եռամսյակի գործուղումների համար նախատեսված գումարը, քանի որ նախատեսվածը քիչ էր եղել: Որոշմանը զուգահեռ, վարչապետ Հովիկ Աբրահամյանը հորդորել էր ձեռնպահ մնալ այն գործուղումներից, որոնք կարեւոր չեն: Այսինքն՝ մի կողմից ավելացվում են գործուղումների գումարները, մյուս կողմից՝ հնչում է կոչ, որն անհասկանալի է, ավելացված 60 մլն-ի ֆոնին:
Կառավարության անդամներն ու նրանց աշխատակիցները անցյալ տարվա միայն առաջին եռամսյակում 125 միլիոն դրամ են ծախսել գործուղումների վրա: Ընդ որում՝ բյուջեով այդ ժամանակահատվածի համար նախատեսված է եղել 75 մլն, իսկ 50 մլն ավելացրել են կառավարության մարտի 10-ի որոշմամբ: Այդ 50 մլն-ի կեսն էլ անմիջապես տրամադրվել էր Հովիկ Աբրահամյանի պատվիրակության Քուվեյթ եւ Եգիպտոս այցերին:
