 Ազգային ժողովի ՀՀԿ խմբակցության պատգամավոր Լևոն Մարտիրոսյանն ընտրություններում կուսակցությունների հաջողության կարևոր նախապաման է համարում հանձնաժողովի անդամների և վստահված անձանց մեծ բանակ ունենալը: Ազգային ժողովում Ընտրական օրենսգրքի նախագծի քննարկման ժամանակ պատգամավորը նշեց, որ եթե կուսակցություններն ընտրությունների ժամանակ չեն կարողանում ապահովել վստահված անձանց և հանձ նաժողովի անդամների մեծ բանակ, ապա լուրջ հաջողությունների չեն կարող հասնել, ինչ էլ գրված լինի Ընտրական օրենսգրքում: «Ես համաձայն եմ Դավիթ Հարությունյանի այն մտքի հետ, որ տեխնիկական մասով մենք գրեթե  հասել ենք կատարելության: Ներդնում ենք գրանցման էլեկտրոնային համակարգ, կազմակերպում ենք գրանցում նույնականացման քարտերով, սակայն մարդկանց վստահությունը, միևնույնն է, դրանից չի բարձրանում, որովհետև անգամ կուսակցությունները սեփական վստահված անձանց չեն վստահում»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Մա րտիրոսյանը:

Նա ընդգծեց, որ պատգամավոր Նիկոլ Փաշինյանի «Քաղաքացիական պայմանագիր» կուսակցության ներկայացուցիչներն էլ խոսում են այն մասին, որ հարկավոր է վստահված անձանց և հանձնաժողովների անդամների մեծ բանակ ունենալ: «Ես դա շատ ճիշտ մոտեցում եմ համարում: Եթե ընդդիմությունը չի կարողանում պաշտպանել սեփական իրավունքները, սեփական ընտրողներին, որևէ բան չի կարող փոխվել ընտրական համակարգի նկատմամբ վստահության բարձրացման առումով, և կապ չունի՝ մենք ցուցակները կհրապարակենք, թե մատնահետքով էլեկտրոնային գրանցման մեխանիզմ կներդնենք»,- ընդգծեց պատգամավորը:

Նրա խոսքով՝ Ընտրական օրենսգրքի նախագծում ամրագրված համակարգը ոչ իշխանական կուսակցությունների համար լավ հնարավորություն է միավորվելու և մեկ միասնական, ընդհանուր ռեսուրս հանդես բերելու առումով: «Կարող են միավորվել, ունենալ վստահված անձանց մեծ բանակ, որպեսզի կարողանան մասնակցել ընտրություններին և հաջողություն ունենալ: Այլ տարբերակ չի կարող լինել: Եթե չմեկտեղեն ռեսուրսները, ոչ մի բան չի փոխվելու: Ես վստահ եմ, որ սա լավ համակարգ է»,- եզրափակեց Մարտիրոսյանը:
