Վիկտոր Ենգիբարյանը ֆեյսբուքյան իր էջում գրում է.
Հասունացել է ժամանակը, որ հստակեցվի Արցախի կարգավիճակի հարցը: Ոչ մի հետաքրքրված կողմ աշխարհում չի կասկածում, որ այսօր թե տարիներ հետո Արցախը պետք է հռչակվի անկախ հանրապետություն: Նույնիսկ Ադրբեջանում բոլորը հասկանում են, որ Արցախը պատկանում է հայերին և դա անշրջելի է:
Կճանաչի Հայաստանը Արցախի Հանրապետությունը այս ընթացքում, թե չի ճանաչի բարդ հարց է, որն ունի բազմաթիվ նրբություններ և մարտահրավերներ, թե ռազմական և թե դիվանագիտական: Այդ հարցում հանրությունը վստահում է երկրի բարձրագույն ղեկավարությանը և վստահաբար կաջակցի ցանկացած պարագայում:
Սակայն անկախ լինելը մի բան է, անկախության իրավական ձևակերպումը մեկ այլ բան:
Ժամանակն է, որ Հայաստանը «թույլ տա» Արցախին կայացնել որոշումներ, կապված սեփական ապագայի հետ, իսկ Արցախը, միջազգային ասպարեզում, իրեն պետք է պահի անկախ պետության նման: Չնայած չճանաչվածությանը, Արցախի զինանոցում բազմաթիվ գործիքներ կան լինելու միջազգային հանրության մաս, ներգրավել ներդրումներ, ձևավորել երկրի բրենդ և այլն: Հայաստանը կարող է այս գործընթացում լինել աջակից, բայց ոչ երբեք վերադաս:
