Ադրբեջանը պետք է պատասխան տա Լեռնային Ղարաբաղի դեմ ռազմական ագրեսիայի համար. ամերիկացի սենատոր

Ժամանակն է, որպեսզի Ադրբեջանը պատասխան տա ԱՄՆ-ի և միջազգային ողջ հանրության առջև Լեռնային Ղարաբաղի դեմ ռազմական ագրեսիայի համար: Այս մասին The Hill պարբերականի հոդվածում գրել է Իլինոյս նահանգի հանրապետական սենատոր Մարք Քըրքը:
Հոդվածում, մասնավորապես, ասվում է.
«Տարիներով Ադրբեջանը զենք էր ճոճում, իսկ այժմ հարձակում գործեց Ղարաբաղի վրա: Դա 1994թ.-ից ամենալկտի հարձակումն էր: Այդ ռազմական գործողությունները ցույց տվեցին հրադադարն ամրապնդելու անհրաժեշտությունը, որն այժմ չի գործում: Քանի որ հրադադարի վերահսկման համակարգեր չեն եղել, և Ադրբեջանը չի բախվել իր գործողությունների հետևանքների հետ: Այսպես շարունակվել չի կարող: Ես աջակցում եմ կոնգրեսականներ Էդ Ռոյսի և Էլիոթ Էնգելի նախաձեռնությունը, որով խաղաղության օգտին ուղղված միջոցներ են առաջարկվում: Առաջին հերթին, բոլոր կողմերը պետք է համաձայնեն շփման գծում դիպուկահարների տեղակայմանը: Երկրորդ հերթին, շփման գծի ողջ երկայնքով անհրաժեշտ է հրետանային կրակի արձակման հավելյալ լոկատորներ և ձայնի չափման սարքեր տեղադրել, որոնց մոնիթորինգը կիրականացներ ԵԱՀԿ-ն: Երրորդ, շփման գծում անհրաժեշտ է ԵԱՀԿ հավելյալ դիտորդներ տեղակայել՝ արդյունավետ մոնիթորինգ իրականացնելու համար: Երկարատև խաղաղության համար երկու կողմերից բարի կամք և վստահություն է պահանջվում:
Բաքվի անամոթ սուտն այլևս անհնար է հանդուրժել: Ադրբեջանը հարձակում է գործում ԼՂՀ-ի վրա, ԼՂՀ-ն պատասխան է տալիս, ապա Ադրբեջանը մեղադրում է հայերին հրադադարի ռեժիմը խախտելու մեջ: Ես կոչ եմ անում ԱՄՆ-ի նախագահի ադմինիստրացիային Ռոյսի և Էնգելի առաջարկները հասցնել Ադրբեջանի բարձրաստիճան կառավարությանը:
Մենք պետք է ստիպենք Ադրբեջանի իշխանություններին պատասխան տալ Ղարաբաղում հայերի դեմ վերաբերմունքի համար: ԵԱՀԿ Մինսկի գործընթացը, որը սկսվել է 1995թ., պետք է կողմերին խաղաղ կարգավորման կոչ անի: Հուսալի զինադադար է անհրաժեշտ: Ադրբեջանը պետք է իրականացնի իր պարտավորություններն ու ցույց տա Միացյալ Նահանգներին և միջազգային հանրությանը, որ ցանկանում է Հայաստանի և Լեռնային Ղարաբաղի համար խաղաղ գործընկեր լինել:
Բաքուն պետք է հետևի Ռոյս-Էնգել առաջարկներին: Ալիևի ընտրություն պարզ է. կամ նա գնում է հայերի հետ լուրջ դիվանագիտական բանակցությունների, կամ շարունակում է անօգուտ ռազմատենչ քաղաքականությունը: Եթե նա ընտրի երկրորդը, ապա պետք է գիտակցի, որ ադրբեջանական ագրեսիան միայն կամրապնդի Լեռնային Ղարաբաղի Հանրապետության՝ Կոսովոյի ճանապարհով գնալու փաստարկները: Հույս ունեմ, որ Ադրբեջանը կգիտակցի, որ Լեռնային Ղարաբաղի կոնֆլիկտն պետք է լուծվի միայն խաղաղ ճանապարհով…»:
