ԳՖՀ-ի կանցլեր Անգելա Մերկելը, որը 2015 թվականի մարտին այցով գտնվում Էր Տոկիոյում, անսպասելիորեն վարչապետ Սինձո Աբեին առաջարկել Է, որ Ճապոնիան մտնի ՆԱՏՕ: Այդ մասին, ինչպես տեղեկացնում Է «Արմենպրես»-ը, հայտնել Է The Japan News թերթը:

Ինչպես պնդում Է հրատարակությունը, Մերկելը Սինձո Աբեին ասել Է. «Ինչո՞ւ (Ճապոնիան) չմիանա ՆԱՏՕ-ին: Ես կարող եմ համոզել Մեծ Բրիտանիայի վարչապետ Դեւիդ Քեմերոնին եւ Ֆրանսիայի նախագահ Ֆրանսուա Օլանդին»: Ճապոնիայի կառավարության ղեկավարն «անքաղաքավարի չլինելու համար» պատասխանել Է, որ դա «կարող Է ապագայում լինել», մայիսի 1-ին գրել Է թերթը: Դրա հետ մեկտեղ հոդվածի հեղինակները կարծում են, որ «Մերկելի առաջարկածի հավանականությունը չափազանց փոքր Է»: 

Ճապոնիան Հյուսիսատլանտյան դաշինքի անդամ չԷ, բայց Աֆղանստանի, Ավստրալիայի, Իրաքի, Պակիստանի, Հարավային Կորեայի, Նոր Զելանդիայի եւ Մոնղոլիայի հետ միասին ընդգրկված Է ՆԱՏՕ-ի հետ «Գլոբալ գործընկերության» ծրագրում: Այս երկրները, ինչպես նշվում Է կազմակերպության կայքում, ՆԱՏՕ-ի հետ համագործակցություն են զարգացնում փոխադարձ հետաքրքրություն ներկայացնող բնագավառներում, իսկ նրանցից մի քանիսն ակտիվորեն ավանդ են ներդնում դաշինքի գործողություններում, այդ թվում՝ ռազմական առումով:
