Ազգային ժողովում քննարկման է ներկայացվելու ուսման ընթացքում զինվորական ծառայության տարկետման իրավունքը վերացնելու վերաբերյալ օրինագիծը:
Այդ առիթով ԱԺ «Ժառանգություն» խմբակցության պատգամավոր Թևան Պողոսյանը նախ ասաց, որ նման առաջարկով հանդես է եկել դեռ երկու տարի առաջ, այսինքն՝ մտահղացումը կապված չէ ապրիլյան սրված իրավիճակի հետ: «Առնվազն սոցիալական արդարության, կոռուպցիոն և համակարգայինինստիտուցիոնալ տեսակետից ելնելով՝ պետք է գտնել ուղիներ՝ ծառայությունից անօրինական ազատումը վերացնելու համար, սակայն պետք է նաևհասկանալ նրանց, ովքեր ունենալով իրենց պատճառները, օրենքի սահմաններում են հետաձգել ծառայությունը»,- «Արմենպրես»-ի փոխանցմամբ՝ ասաց պատգամավորը: Նա նշեց, որ ծառայությունից ազատվելու կամ հետաձգելու 3 հիմնական ուղիները կոռուպցիոն ռիսկեր են ներառում: Առաջինն արտագաղթն է, երկրորդը՝ առողջական խնդիրների առկայությունը, և երրորդը՝ կրթական համակարգը, որի մուտքը առնվազն պետք է լինի սոցիալական արդարության հիմքի վրա: Նրա համոզմամբ՝ ծառայությունից խուսափելու տարբերակների նվազմամբ կպակասեն նաև կոռուպցիոն ռիսկերը, իսկ գիտությանը զարկ տալու համար կան տարբեր ուղիներ, ինչպես, օրինակ, այդ ոլորտի ֆինանսավորումը մեծացնելը:
Պողոսյանն ընդգծեց, որ կրթական ոլորտում 2010 թվականին եղել է ծառայությունից ազատման 10000 դեպք, իսկ առողջապահական նկատառումներով՝ մոտ 4000:
«Ջավախք» հայրենակցական միության նախագահ, ԱԺ ՀՀԿ խմբակցության պատգամավոր Շիրակ Թորոսյանը նույնպես դրական է արձագանքել Թևան Պողոսյանի օրենսդրական նախագծին: Լինելով նաև ԵՊՀ դասախոս՝ պատգամավորն այն համոզմունքը հայտնեց, որ գիտության և ուսման նկատմամբ ձգտում ունեցող երիտասարների մեջ սովորելու ցանկությունը չի մարում երկու տարի ծառայելուց հետո: «Հաշվի առնելով պատերազմական իրադրությունը՝ տարկետման մասին մտածելն ուղղակի ավելրոդ է»,- ավելացրեց նա:
