Ռուսական զենքերը Հայաստան դեռ չեն հասել

Ինչպես հայտնի է, 2015 թվականի հունիսի 26-ին Երևանում ստորագրվեց «ՀՀ կառավարությանը պետական արտահանման վարկ տրամադրելու մասին» հայ-ռուսական համաձայնագիրը, որով Հայաստանը պետք է Ռուսաստանից 200 միլիոն ԱՄՆ դոլարի զենք ու ռազմական նշանակության գույք գներ՝ դրա դիմաց վճարելով 10 տարվա ընթացքում:
Ու թեև Հայաստանի խորհրդարանը այն վավերացրեց «գերձայնային» արագությամբ՝ 2015 թվականի հուլիսի 2-ին, սակայն Ռուսաստանի Դաշնության օրենսդիրները, մեղմ ասած, չէին շտապում իրենց ռազմավարական դաշնակիցը համարվող Հայաստանին «ապառիկով» զենքի վաճառքի համաձայնագիրն հաստատելու գործում: Արդյունքում պայմանագիրն հաստատվեց ու ուժի մեջ մտավ միմիայն 2016 թվականի փետրվարին:
Ու թեև, ինչպես նախկինում հայտնել էինք, նշված պայմանագրով մատակարարվելիք զինատեսակների մեծ մասը բավականին հին էին (80-ականների, 70-ականների և անգամ՝ 60-ականների տեխնոլոգիաներ), սակայն դրանով նախատեսված էր նաև համեմատաբար ժամանակակից (10-ից 20 տարվա) որոշ զինատեսակների մատակարարումը: Օրինակ, ТОС-1А «Солнцепек» ծանր հրանետները և «Смерч» համազարկային կրակի համակարգեը:
«Իրազեկ քաղաքացիների միավորումը» ՀՀ կառավարությունից փորձեց պարզել, թե արդյո՞ք Հայաստանի Զինված ուժերնայդ պայմանագրով ստացել են զենք կամ գոնե ռազմական նշանակության այլ ապրանքներ: Ի պատասխան մեր հարցմանը պարզվել է, որ 2016 թվականի ապրիլի 29-ի դրությամբ հայկական կողմն այդ պայմանագրով վարկային պարտավորություններ չունի, ինչը, համաձայն պայմանագրի 2-րդ հոդվածի 2-րդ մասի նշանակում է, որ ոչ զենք, ոչ էլ ռազմական նշանակության այլ ապրանք Հայաստան չի հասել:
Հայաստանին զենքի մատակարարման այսաստիճան դանդաղությունը (10 ամիս) անհասկանալի է, եթե հաշվի առնենք, թե Ռուսաստանն ինչպիսի արագությամբ է զենքերը մատակարարում Ադրբեջանին, Իրաքին, Սիրիային և ռազմական կոնֆլիկտներ ունեցող այլ երկրներին:
Հ.Գ. Հատկանշական է, որ ի հեճուկս պաշտոնական այս տեղեկատվության, ապրիլի 15-ին ՀՀ ԱԺ պաշտպանության, ազգային անվտանգության և ներքին գործերի մշտական հանձնաժողովի նախագահ Կորյուն Նահապետյանը հայտարարել էր, որ այդ պայմանագրով զինատեսակների ցանկի մի մասն արդեն մատակարարվել է: Մեզ չհաջողվեցկապ հաստատել Հանրապետական խմբակցության պատգամավոր Նահապետյանի հետ, որպեսզի ակնհայտ հակասության մասին մեկնաբանություն ստանանք:
