«Նուբարաշեն» ՔԿՀ-ում աննախադեպ ստուգումներ են. դադարեցվել է ՔԿՀ պետի լիազորությունները.«Ժողովուրդ»

«Երեկ «Ժողովուրդ»–ի խմբագրություն էին ահազանգել «Նուբարաշեն» ՔԿՀ-ի մի խումբ դատապարտյալների հարազատներ և խնդրում էին օգնել բանտարկյալներին։

«Ժողովուրդ»–ին ահազանգած «Նուբարաշեն» ՔԿՀ-ի կալանավորների հարազատները պատմեցին, որ բանտարկյալներին իրենք դրսից ուղարկված ուտելիք, ծխախոտ ու այլ իրեր են ուղարկում, և այն պահվում Է քրեակատարողական հիմնարկի հատուկ խցում, որը, ըստ ներքին չգրված կանոնադրության, պետք Է «ցրեն», այսպես ասած, «զոն նայողները»։

Եվ որպեսզի ամեն ինչ հասկանալի լինի, ասվածը նկարագրենք դատապարտյալների բառերով «ՔԿՀ-ի զոն նայողները պետք Է ուղարկված սնունդը «գրեֆ անեն» կամ, այսպես ասած, օգնություն տան դատապարտյալներին և կալանավորներին, սակայն ՀՀ գլխավոր դատախազության աշխատակիցները «զապրետ են դրել» այդ սնունդի վրա և չեն թողնում, որ ուտելիքը հասնի դատապարտյալներին։ Դրա համար մենք Էլ՝ ՔԿՀ-ի դատապարտյալներս ու կալանավորներս, աղմուկ ենք բարձրացրել և թույլ չենք տալիս, որ զապրետ դնեն այդ սնունդի վրա։ Դա պատճառ դարձավ, որ կարանտինում գտնվող դատապարտյալները կամ կալանավորները անկողնային պարագաները այրեն և դուրս քցեն, ահավոր վիճակ Էր։ Մյուս դատապարտյալները հարվածում Էին դռներին, չորս պատի մեջ Էլ չեն թողնում հանգիստ ապրենք»։

Ասել Է թե՝ դատախազությունը ինֆորմացիա Է ստացել, որ հաճախ արգելված սնունդ Է մտնում կալանավայր, դրա համար որոշել Է հերթական «սապոգային» ստուգումն իրականացնել։ Ի դեպ, «Ժողովուրդ»-ի ստուգումների ընթացքի մասին պատմող լսանյութ ունի, որի մանրամասները հասկանալի պատճառներով առայժմ չենք հրապարակում։

«Ժողովուրդ»–ը ստեղծված իրավիճակի շուրջ պարզաբանման համար դիմեց ՀՀ ԱՆ քրեակատարողական վարչության հանրային կապերի բաժնի պետ Գոռ Ղլեչյանին, ինչին ի պատասխան՝ վերջինս, մեղմացնելով իրավիճակը, հայտնեց, թե պլանային ստուգումներ են, արտառոց որևէ բան չկա. «Ինչպես նաև հայտնեմ, որ քրեական գործի շրջանակներում համապատասխան քննչական գործողություններ են իրականացվել»։

ՀՀ գլխավոր դատախազության կողմից իրականացված ստուգումների ընթացքից «Ժողովուրդ»–ին այս գործով ուշագրավ մանրամասներ հայտնի դարձան։ Ըստ այդմ, ՀՀ գլխավոր դատախազությունը ստուգումներ է իրականացրել «Նուբարաշեն» քրեակատարողական հիմնարկում և աղմկալի չարաշահումներ հայտնաբերել։ Արդյունքում, երեկ հերթական ստուգումներն են իրականացվել, և աղմկալի բացահայտումներ են արվել, ինչի արդյունքում ՀՀ գլխավոր դատախազությունը ՀՀ քրեական օրենսգրքի 308-րդ հոդվածի առաջին մասի հատկանիշներով՝ պաշտոնատար անձի կողմից իր պաշտոնեական դիրքը ծառայության շահերին հակառակ օգտագործելը կամ ծառայողական պարտականությունները չկատարելը... պատժվում է ազատազրկմամբ՝ առավելագույնը չորս տարի ժամկետով։
«Ժողովուրդ»–ի տեղեկություններով՝ քրեական գործի հարուցումից հետո դադարեցվել է «Նուբարաշեն» ՔԿՀ պետ Ռուբիկ Ստեփանյանի լիազորությունները։ Սա նշանակում է, որ Ստեփանյանը հանցագործ աշխարհի հետ ուղիղ կապի մեջ է եղել և գործարք իրականացրել նրանց հետ»,–գրում է թերթը։
