Արցախի ճանաչման հարցը վաղ թե ուշ դրվելու է օրակարգ. Հրանտ Մելիք-Շահնազարյան

ՀՀ կառավարության սպասվող նիստի օրակարգում Արցախի ճանաչման հարցի ընդգրկմանն Ադրբեջանի բուռն արձագանքը պայմանավորված է պաշտոնական Բաքվի ունեցած վախով: Այս մասին «Արմենպրես»-ի հետ զրույցում նշեց քաղաքագետ Հրանտ Մելիք-Շահնազարյանը:
«Ակնհայտ է, որ Ադրբեջանի մեջ վախ կա` կապված Արցախի ճանաչման գործընթացը սկսելու հետ: Շատ լավ հասկանում են, որ դա իրենց համար կլինի վերջնական կորուստ, վերջնական տապալումն այն քաղաքականության, որն իրականացնում էր Ալիևը տարիներ շարունակ: Բաքվում հասկացան, որ եթե հանկարծ սկսվի Արցախի ճանաչման գործընթացը, ապա դա չի սահմանափակվելու միայն ՀՀ-ի ճանաչմամբ: Այդ օրինակին հետևելու են այլ երկրները նույնպես: Թերևս դրանով է պայմանավորված Ադրբեջանի ագրեսիվ արձագանքը:
Ինչ վերաբերում է բանակցային գործընթացը տապալելու վերաբերյալ Հայաստանին ուղղված Ադրբեջանի հայտարարություններին, ապա քաղաքագետն ակնհայտ համարեց այն, որ Ադրբեջանը փորձում է պահն օգտագործել և իր մեղքը բարդել հայկական կողմի վրա: «Եթե խոսենք իրական քաղաքականության տեսանկյունից, ապա բանակցելուց հենց Ադրբեջանն էր հրաժարվել, այնուհետև գնաց ռազմական ագրեսիայի, ինչը նշանակում է, որ Ադրբեջանը հրաժարվում է: Հիմա Ադրբեջանը փորձում է ինչ-որ ձևով վերադառնալ նախկին տրամաբանությանը` որպես մեղավոր կողմ ներկայացնելով Հայաստանին»,-ասաց քաղաքագետը:
Խոսելով համանախագահների գործունեության մասին` քաղաքագետը նշեց, որ հակված չէ կարծելու, թե նրանք դիտորդի դեր են ստանձնել: «Մենք տեսանք, որ ռազմական գործողությունների սկզբից որոշակի դիվանագիտական աշխատանք է տարվում, որոշ լուծումներ են փորձում գտնել: Այսօր եթե քննադատության խոսք պետք է ուղղել, ապա հենց համանախագահ երկրներին, որովհետև նրանք ունեին ռեսուրսներ Ադրբեջանին զսպելու համար, բայց չկիրառեցին»,-ավելացրեց քաղաքագետը:
Ինչ վերաբերում է Արցախի անկախության ճանաչման հարցը կառավարության օրակարագ ընդգրկելուն, ապա քաղաքագետը նշեց, որ դա այս փուլում Ադրբեջանին զսպելու քաղաքական գործիք է:
«Բոլոր դեպքերում վերջնանպատակը Արցախի կարգավիճակն է, հայկական կողմը ուշ թե շուտ այդ հարցը դնելու է օրակարգ: Այս փուլում հարցի բարձրացմամբ փորձ է արվում պատերազմը սկսելու գործընթացը զսպել, դա քաղաքական գործիք է: Ադրբեջանցիները պետք է հասկանան, որ եթե դիմեցին նոր հակամարտության, ունենալու են լուրջ կորուստներ: Եթե Ադրբեջանում այս քայլը ճիշտ մեկնաբանվի, ապա կարելի է հուսալ, որ բախում չի լինի: Բայց, անկեղծ ասած, ես դրան չեմ հավատում, որևէ ադեկվատ քայլեր այնտեղից սպասել չի կարելի»,-հավելեց քաղաքագետը:
