Բանակում կադրային քաղաքականությունն իրականացվում է պլանավորված: Ազգային ժողովում պատգամավորների հետ փակ քննարկումից հետո լրագրողների հետ զրույցում այս մասին ասաց ՀՀ պաշտպանության նախարար Սեյրան Օհանյանը՝ անդրադառնալով ՀՀ ԶՈՒ բարձրաստիճան զինվորականների պաշտոնանկություններին:
«Բանակում հրամաններն ու որոշումները, չնայած նրան, որ ձևավորվում են նաև համապատասխան քննարկումների, առաջարկների հիման վրա, չեն քննարկվում և կատարվում են: Իհարկե, եթե հարցն այդ կադրային փոփոխությունների մասին է, ապա պետք է մեկ բառով ասեմ, որ պահի հետ, անկասկած, կապ ունեն և միտված են մեր կառավարման համակարգը բարելավելուն և պատշաճ մակարդակի բարձրացնելուն»,- նշեց Օհանյանը:
Լրագրողի հարցին՝ նրանք պաշտոնանկ են արվել քառօրյա պատերազմի ընթացքում բացթողումների՞ համար, Սեյրան Օհանյանը պատասխանեց. «Ես ասացի, խնդրում եմ ավելորդ հարցեր մի տվեք»:
Անդրադառնալով պաշտոնանկ արված բարձրաստիճան զինվորականներին քրեական պատասխանատվության ենթարկելու մասին հարցին՝ նախարարը նշեց, որ նրանք քրեական պատասխանատվության չեն ենթարկվելու:
«Նրանց գործունեությունը քրեական պատասխանատվության ենթարկելի չէ: Բանակում քրեական գործերը հարուցվում են իրավապահ մարմինների վերահսկողության ներքո, համապատասխան հետաքննության անցկացման շրջանակներում: Այդ գործունեությունը կանոնակարգված է, և բանակում էլ, ինչպես մնացած բոլոր կառույցներում, կան բազմաթիվ հարուցված քրեական գործեր, որոնց ավարտից հետո համապատասխան հետևություններ կատարվում են:
Իսկ ինչ վերաբերում է նրանց գործունեությանը, պաշտպանության բանակը իր առջև դրված խնդիրը լիարժեք կատարել է, հասել է հաջողության, հակառակորդին զրկել է մարտավարական և այլ առավելություններից: Բանակն այն կառույցը չէ, որ ինքնուրույն միջոցառումներ չի ձեռնարկում բացասական երևույթների դեմ պայքարի շրջանակներում»,- հավելեց նախարարը:
Նախարարն անդրադարձավ նաև ԼՂ-ում պաշտոնանկությունների մասին հարցին՝ ևս մեկ անգամ ընդգծելով, որ պաշտպանության բանակը լիարժեք կատարել է իր առջև դրված խնդիրը՝ թույլ չտալով հակառակորդին որևէ առավելության հասնել: «Եթե դուք իմանաք՝ ինչ է նշանակում պաշտպանություն, ինչ է նշանակում պաշտպանության խորքում համապատասխան մարտավարական գործողություններ, ապա չեք հարցին՝ կա՞ն պաշտոնանկություններ, թե՞ չկան: Պաշտոնանկությունները նախ Լեռնային Ղարաբաղի պաշտպանության նախարարության խնդիրն է, և երկրորդ, եթե ժողովուրդը բանակի հետ միասին հերոսություններ է արել ու կատարել է իր առջև դրված խնդիրները, ինչի՞ մասին կարող է խոսք լինել: Խորհուրդ կտայի փառաբանել այն տղաներին, ովքեր նույնիսկ իրենց կյանքի գնով հերոսացել են և ովքեր բարձր են պահել մեր ազգի արժանապատվությունը»,- եզրափակեց նախարարը:
ՀՀ Նախագահ Սերժ Սարգսյանն ապրիլի 26-ին հրամանագիր է ստորագրել Արշակ Կարապետյանին ՀՀ զինված ուժերի գլխավոր շտաբի հետախուզության վարչության պետի պաշտոնից ազատելու մասին: Մեկ այլ հրամանագրով ՀՀ Նախագահը Ալիկ Միրզաբեկյանին ազատել է ՀՀ պաշտպանության նախարարի տեղակալ-նյութատեխնիկական ապահովման դեպարտամենտի պետի պաշտոնից: ՀՀ Նախագահ Սերժ Սարգսյանն ապրիլի 26-ին հրամանագիր է ստորագրել նաև Կոմիտաս Մուրադյանին ՀՀ զինված ուժերի կապի զորքերի պետ- կապի և ավտոմատացված կառավարման համակարգերի վարչության պետի պաշտոնից ազատելու մասին:
