Բաց կառավարման գործընկերությունը պատժել է Ադրբեջանին` իջեցնելով կարգավիճակը

Բաց կառավարման գործընկերության (OGP) Կառավարման կոմիտեն որոշում է կայացրել Ադրբեջանին տալ ոչ ակտիվ անդամի կարգավիճակ երկրում հասարակական կազմակերպությունների գործունեության համապատասխան պայմաններ չապահովելու համար: Ինչպես հաղորդում է «Արմենպրես»-ը, այս մասին տեղեկացնում է Բաց կառավարման գործընկերության պաշտոնական կայքը:
Կառավարության և քաղաքացիական հասարակության 22 անդամներից բաղկացած կոմիտեն Ադրբեջանին հեռացնելու մասին որոշումն ընդունել է Հարավաֆրիկյան Հանրապետությունում կայացած նախարարական մակարդակի հանդիպման ժամանակ: Որոշմանը կողմ է արտահայտվել 16 անդամ, դեմ և ձեռնպահ` 3-ական: Ադրբեջանի կառավարությունը կունենա առավելագույնը մեկ տարի` լուծելու հասարակական կազմակերպությունների վեր հանած խնդիրները:
Ոչ ակտիվ կարգավիճակ ստացած Ադրբեջանը հնարավորություն չի ունենա քվեարկելու OGP-ի ընտրությունների ժամանակ և կկարողանա միայն ներկա գտնվել OGP միջոցառումներին որպես դիտորդ` սովորելու նպատակով:
Ադրբեջանի հետ կապված խնդիրը բարձրացվել էր 2015 թվականի մարտին երեք հասարակական կազմակերպությունների կողմից` կապված այդ երկրում քաղաքացիական հասարակության ներկայացուցիչների նկատմամբ սպառնալիքների հետ: OGP-ն ուսումնասիրություն էր իրականացրել, որի արդյունքները ցույց էին տվել, որ մտահոգվելու պատճառներն իսկապես առկա են:
Ադրբեջանն անդամակցում էր OGP-ին 2011 թվականից: Բաց կառավարման գործընկերությունն իր արժեքներին և սկզբունքներին հավատարիմ մնալու քաղաքականության ներքո, որը հայտնի է որպես Պատասխանի քաղաքականություն (Response Policy) և ընդունվել է 2014-ին, առաջին անգամն է իր անդամին ոչ ակտիվ կարգավիճակ տալու մասին որոշում ընդունել:
