Քիչ առաջ ՀՀ Կառավարությունն իր նիստում ընդունեց «Արցախի Հանրապետությունը ճանաչելու մասին» օրենքի նախագիծը: Հիշեցնենք, որ օրինագիծը ներկայացրել են ԱԺ «Ժառանգություն» խմբակցության պատգամավոր Զարուհի Փոստանջյանը և ԱԺ ՀԱԿ խմբակցության պատգամավոր Հրանտ Բագրատյանը:
ՀՀ արտաքին գործերի նախարարի տեղակալ Շավարշ Քոչարյանը, ներկայացնելով նախագիծը, նշեց. «Ըստ այդ եզրակացության՝ օրենքի նախագծի ընդունումը պայմանավորված է Հայաստանի և Արցախի միջև քննարկումների արդյունքներով՝ հաշվի առնելով հետագա զարգացումները, այդ թվում՝ նաև արտաքին գործոնները»:
Այս իրադարձությունը չէր վրիպել ռուսական «Իզվեստիա» պարբերականի ուշադրությունից, որը կեսգիշերին հրապարակված իր հոդվածում, անդրադառնալով Հայաստանի կառավարության կողմից քննարկվելիք օրենքի նախագծին, գրում է, թե «հայերը խանդավառությամբ են ընդունել նման նախաձեռնությունը»:
«Իզվեստիան», հղում կատարելով հայկական դիվանագիտական շրջանակներում իր աղբյուրին, գրում է, թե հաշվի առնելով ապրիլյան «քառօրյա պատերազմը»՝ Հայաստանի ղեկավարությունը շատ է ռիսկի դիմում, «եթե որոշի ընդունել նման հայրենասիրական օրենքի նախագիծ»:
«Սարգսյանը Դմիտրի Մեդվեդևի հետ հանդիպումից հետո խոստացել էր չճանաչել Լեռնային Ղարաբաղի Հանրապետությունը, որպեսզի առանց այն էլ բարդ իրավիճակը չվատթարացնի: Նա նաև հայտարարել էր, որ ԼՂ հակամարտության խաղաղ կարգավորմանն այլընտրանք չկա: Այդուհանդերձ, Բաքուն խաղաղ կարգավորման հնարավորություն չի թողել, երբ որոշեց դիմել «քառօրյա պատերազմին»: Զոհվել են հարյուրավոր հայ զինծառայողներ հակամարտության սրացման ժամանակ: Հայը պատերազմի ուղին կբռնի, եթե միայն խոսքը վերաբերի իր ընտանիքին: Այստեղ խոսքը գնում է հայերի կյանքի մասին, հետևաբար՝ դժվար կլինի բացատրել իշխանությունների մերժումը՝ հրաժարվել ինքնավարության ճանաչումից»,- հայտարարել է «Իզվեստիայի» զրուցակիցը:
Միաժամանակ, ՀՀ նախագահի ադմինիստրացիային մոտ կանգնած աղբյուրը հայտարարել է, թե երկրի ղեկավարությունը դժվար թե գնա նման քայլի, «մանավանդ, որ Ռուսաստանը հավանության չի արժանացնի ԵԱՀԿ Մինսկի խմբի ձևաչափով խաղաղ կարգավորման պլանից հրաժարումը»:
Պարբերականը գրում է, թե Արցախի կարգավիճակի հարցով վերջնական որոշում ակնկալել պետք չէ: ՌԴ-ում ԼՂՀ մշտական ներկայացուցիչ Ալբերտ Անդրյանի խոսքով՝ հարցը դեռ քննարկման փուլում է, սակայն փաստը, որ ճանաչման հարցը կրկին դրվել է քննարկման, «Ադրբեջանին կստիպի ուժեղ նյարդայնանալ»:
«Այդ քայլը պայմանավորված է ցանկությամբ՝ ցույց տալ Ադրբեջանին մտադրությունների ողջ լրջությունը»,- ասել է Անդրյանն «Իզվեստիայի» հետ զրույցում:
