Ադրբեջանի պետական նավթային ընկերության վարկանիշը նեգատիվ է

Միջազգային վարկանիշային Moody`s գործակալությունը Ադրբեջանի պետական նավթային ընկերության` SOCAR-ի CFR (Corporate Family Rating) վարկանիշը` էմիտենտի սեփական պարտավորությունները կատարելու ունակությունը հաստատել է Ba1 մակարդակի: SOCAR-ի SUR (Senior Unsecured Rating) վարկանիշը (խոշոր պարտքային պարտավորությունները) եւ դեֆոլտի հավանականության գծով վարկանիշը եւս Ba1 մակարդակի վրա է:

Այս մասին, ինչպես հաղորդում է «Արմենպրես»-ը, հայտնում է ԱՊԱ լրատվական գործակալությունը` նշելով, որ SOCAR-ի վարկանիշների գծով կանխատեսումը նեգատիվ է:

Գործակալության վերլուծաբանները գտնում են, որ Ադրբեջանի կառավարությունը շարունակում է ուժգին աջակցությունը SOCAR-ին, որը հանդիսանում է երկրի խոշոր գործատուն եւ հարկատուն:

Moody`s-ը գտնում է, որ նավթի գների ցածր լինելը շարունակելու է բացասական ազդեցություն ունենալ պետական ընկերության եկամուտների վրա: Դրան զուգահեռ, SOCAR-ը կարող է երկարաժամկետ հեռանկարում արդյունահանման ծավալների հետ կապված բախվել որոշակի խնդիրների:

SOCAR-ի պաշտոնյաները հայտնել են, որ 2015 թվականը փակել են վնասով, քանի որ նավթի գնանկումից հետո ծախսերի համեմատ եկամուտները խիստ նվազել են: Ավելին` SOCAR-ի փոխնախագահ Սուլեյման Գասըմովը հայտարարել էր, որ ընկերության պարտքերն անցնում են 6 մլրդ դոլարը:

Թերթն ավելի վաղ հայտնել է, որ Ադրբեջանի կենտրոնական բանկի պաշտոնական արտարժույթի պահուստները 2016 թվականի հունվարի 1-ի դրությամբ, անցյալ տարվա նույն ժամանակաշրջանի համեմատ, 4,2 մլրդ դոլարով կամ 50 տոկոսով պակասել է:

Marja.az լրատվական կայքն ավելի վաղ հայտնել էր, որ 2016 թվականի հունվար-փետրվարին Ադրբեջանի ՀՆԱ-ն 40 տոկոսով նվազել է, Ադրբեջանի արտաքին առեւտրաշրջանառությունը մոտ կիսով չափ կրճատվել է, Ադրբեջանի տնտեսությունն սկսել է արագորեն անկում ապրել, վարկային փոխառուների թիվը հասել է 2,6 մլն մարդու, որոնց մեկ հինգերորդից ավելին ի վիճակի չի վերադարձնել վերցրած վարկերը:

Միջազգային Fitch Ratings եւ Standart & Poor`s վարկանիշային գործակալությունները ընթացիկ տարվա փետրվարին Ադրբեջանի երկարաժամկետ վարկանիշը արտասահմանյան եւ ազգային արտարժույթներով «BBB-» սուվերեն մակարդակից իջեցրել է մինչեւ «BB+» «աղբային» մակարդակի:

Ադրբեջանի վարկային վարկանիշը փետրվարի սկզբին մեկ մակարդակով` ներդրումայինից ցածր` «Ba1» մակարդակի իջեցրել էր նաեւ Moody`s վարկանիշային գործակալությունը: Իսկ դա իր հերթին նշանակում է, որ Ադրբեջանն այսուհետ միջազգային վարկեր կարող է ներգրավել միայն ավելի բարձր տոկոսներով:

Ադրբեջանի արտահանման 95 տոկոսը կազմում են գազը, նավթն ու նավթամթերքը, իսկ երկրի պետբյուջեն 75 տոկոսով ձեւավորվում է էներգակիրների արտահանումից ստացվող եկամուտների հաշվին:
