««ժողովուրդ»–ը նախօրեին անդրադարձել էր «Նուբարաշեն» ՔԿՀ-ում ՀՀ գլխավոր դատախազության կողմից ստուգումներ սկսելուն և դրա շուրջ դատապարտյալների շրջանում բարձացված դժգոհությունների ալիքին։ Ինչպես հայտնի է՝ այդ ստուգումների արդյունքում լուրջ չարաշահումներ են հայտնաբերվել, ինչից հետո «Նուբարաշեն» ՔԿՀ պետ Ռուբիկ Ստեփանյանի լիազորությունները դադարեցվեցին։ Ավելին՝ քրեական գործ հարուցվեց ՀՀ քրեական օրենսգրքի 308-րդ հոդվածի առաջին մասի հատկանիշներով՝ պաշտոնատար անձի կողմից իր պաշտոնեական դիրքը ծառայության շահերին հակառակ օգտագործելը։ ՔՕ նշված դրույթը որպես պատիժ նախատեսում է ազատազրկում առավելագույնը 4 տարի ժամկետով։ Քրգործն ուղարկվել է հատուկ քննչական ծառայություն։ «Ժողովուրդ»–ի տեղեկություններով՝ աղմկահարույց չարաշահումներ հայտնաբերելուց հետո ժամանակավոր դադարեցվել են ոչ միայն Ստեփանյանի, այլ նաև նրա 4 ենթականների լիազորությունները, սակայն վերջիններիս անունները գաղտնի են պահվում»,–գրում է թերթը։
