«Կողքից նայելով մեր արտաքին քաղաքականության տարբեր դրսևորումներին, Հայաստանը կարգապահ աշակերտի տպավորություն է թողնում։ Հատկապես միջազգային երկկողմ, եռակողմ կամ բազմակողմ պայմանագրերի ու համաձայնագրի տառից չշեղվելու միտումը զգալի է գրեթե բոլոր մակարդակներում։ Մեկ անգամ չէ, որ մեր արտաքին գերատեսչության ղեկավարը կամ հանրապետության նախագահը հայտարարել են, չթաքցված հպարտությամբ, որ մեր երկիրը վարում է արտաքին կանխատեսելի քաղաքականություն։ Եվ շատ դժվար է չհավատալ ասվածի անկեղծությանը։

Սակայն կարծում եմ, որ եթե անկախության առաջին տարիներին դա պատշաճ և արդյունավետ սկզբունք Էր, ապա այժմ, 25-ամյա փորձառությունից հետո, կարևորագույն որոշ հարցերում նման դիրքորոշումը շահավետ չէ մեր երկրի համար։

Ասում են՝ օրենքը թույլերի ապավենն է։ Անշուշտ, դա այդպես է, և մարդկանց, և պետությունների համար։ Հատկապես փոքր երկրների համար։ Սակայն հարց է՝ ի՞նչ միջավայրում և ո՞ր երկրների հարևանությամբ։ Եվ ավելի կարևորը՝ ո՞ր պարագաներում։

Համաշխարհային ողջ պատմության ընթացքում, նաև մեր օրերում, ընդհանրապես շահել են այն երկրները, որոնք ճակատագրական պահերին անտեսել են բոլոր տեսակի պայմանագրերն ա պայմանավորվածությունները և կտրուկ, վճռական քայլեր են ձեռնարկել ինքնապաշտպանության կամ դրա պատրվակի տակ՝ կանխելով կամ նվազեցնելով իրական կամ ենթադրյալ վտանգները։
