ՀՀ արդարադատության նախկին նախարար Հովհաննես Մանուկյանը, անդրադառնալով ԼՂՀ հարղի լուծման վերաբերյալ ՀՀ առաջին նախագահ Լևոն Տեր - Պետրոսյանի հայտնի հոդվածին, իր ֆեյսբուքյան էջում գրել է.

Կան սեցեսիայի տարբեր տեսություններ և այդ իրավունքի սուբյեկտային կազմի հնարավոր տեսակներ: Ըստ որոշ տեսաբանների գոյություն ունեն սեցեսիայի երկու նորմատիվ տեսություններ. վերականգնող (շտկող) իրավունքի տեսություն (Remedial Right Theories) և սկզբնական իրավունքի տեսություն (Primary Right Theories):
Մեր ազգային կարևորագույն խնդրի համար առավել արդիական է առաջին տեսությունը, որի համաձայն միակողմանի, արտասահմանադրական անջատման իրավունքը շատ մոտ է ժողովրդի հեղափոխության իրավունքին՝ արևմտյան լիբերալ գաղափարախոսության տրամաբանության համատեքստում: 
Վերականգնողական իրավունքի տեսության համաձայն սեցեսիայի իրավունքն ընկալվում է որպես ԲԱՑԱՌԻԿ իրավունք (ultima ratio), երբ պետության կողմից պարբերաբար և հետևողականորեն խախտվում են կոնկրետ տարածքում բնակվող ժողովուրդների և ազգերի հիմնարար իրավունքները: Եթե իրավախախտումները չեն դադարեցվում և բացակայում են խախտված իրավունքների վերականգնման և խախտումները դադարեցնելու լեգիտիմ և մատչելի միջոցներ, ապա սեցեսիան դիտարկվում է որպես տուժած խմբերի համար այդ իրավունքների վերականգնման ԾԱՅՐԱՀԵՂ ՄԻՋՈՑ, հատուկ իրավունք (remedial secession): 
Սեցեսիայի և հեղափոխության իրավունքների հիմնական տարբերությունը սուբյեկտային կազմն է: Սեցեսիայի իրավունքի սուբյեկտ են, մասնավորապես էթնիկ, կրոնական, ազգային և այլ խմբերը, որոնք բնակվում են որոշակի տարածքում և որոնց նպատակն է սահմանափակել կամ դադարեցնել պետության իրավասությունն իրենց բնակության տարածքի նկատմամբ, իսկ հետագայում նաև պետական միավորում ձևավորել այդ տարածքում:
Այս բավականին հետաքրքրական, բայց միևնույն ժամանակ միջազգային իրավունքում առայժմ սաղմնավորվող տեսության պրոեկցիան ղարաբաղյան հիմնախնդրի նկատմամբ պետք է իրականացվի լրջախոհության, ծայրահեղ զգուշավորության և ֆունդամենտալ ուսումնասիրության ու քննարկումների ձևով միայն:
Համենայնդեպս, երեք առանձնահատկություն հընթացս կարելի է մատնանշել, ինչը սեցեսիայի տեսական սահմանման շրջանակների հետ համահունչ չի դարձնում մեր իրավական և փաստական հարցադրումները.
ա/ Արտասահմանադրականության բաղադրիչը: ԼԵռնային Ղարաբաղի Հանրապետության անկախությունն ունեցել է հստակ իրավական հիմնավորվածությամբ և ժողովրդավարական մեխանիզմներով կայացված որոշումների տեսքով լեգիտիմ հիմք,
բ/ ԼՂՀ-ն ՏԱՐԱԾՔ չէ և ի սկզբնե ունեցել է սահմանադրական ինքնավարության իրավականորեն որոշակի կարգավիճակ: Սեցեսիայի ձևակերպման մեջ ՏԱՐԱԾՔ բաղադրիչը հեղհեղուկ և անորոշ հասկացություն է,
գ/ Սեցեսիայի հիմնական բնորոշիչը՝ սահմանափակել կամ դադարեցնել պետության իրավասությունը կոնկրետ տարածքի նկատմամբ, ավելի քան երկու տասնամյակ արդեն փաստ է:
