ՀՀ պաշտպանության նախարարի առաջին տեղակալ Դավիթ Տոնոյանը հարցազրույց է տվել «Հայկական ժամանակ» օրաթերթին և պատասխանել վերջին օրերին հասարակությանը խիստ հուզող մի քանի հարցերի։ Փոխնախարարի պատասխանները խիստ ուշագրավ են։
- Պարոն Տոնոյան, տեղեկություններ կան, որ ՀՀ պաշտպանության նախարարը նորից մեկնում է Մոսկվա։ Արդյո՞ք այս անգամ նրան կհաջողվի՞ որևէ արդյունքի հասնել Ռուսաստանից վարկի դիմաց ձեռք բերված զենքը Հայաստան հասցնելու հարցում։ Խնդրում ենք մեկնաբանել նաև, թե ո՞րն է, ըստ ձեզ, ուշացման պատճառը։
- ՀՀ պաշտպանության նախարարի այցերի վերաբերյալ տեղեկատվությունը պատշաճ կերպով տրամադրվում է լրատվամիջոցներին։
Ինչ վերաբերում է միջպետական վարկի շրջանակում ՀՀ-ի կողմից ձեռք բերվող սպառազինության և ռազմական տեխնիկայի հարցին, ապա այստեղ որևէ խոչընդոտ կամ բարդություն չկա։
Դեռ ավելին, նոր իրավիճակում աշխատանքներ են տարվում փոխադրումներն արագացնելու համար, այսինքն ավելի արագ, քան ծրագրված Է պայմանագրային պարտավորություններով։ Այս առումով խոչընդոտներ չկան։ Մեր մասնագետներն արդյունավետ կերպով աշխատում են ռուս գործընկերների հետ։
- Այս օրերին քննարկվում Է Չինաստանից զենք ձեռք բերելու հարցը։ Որքանո՞վ դա կարող է լինել ռեալ այլընտրանք ռուսական զենքին։
- Հարցը ոչ պրոֆեսիոնալ խոսակցությունների ոլորտից է։ Իրականում, ցանկացած տեսակի ռազմական տեխնիկայի ձեռքբերումն ինքնանպատակ չէ։ Ընդհանրապես, ԶՈԻ կարիքները ձևավորվում են կոնկրետ կարողություններ ունենալու պահանջարկից, օրինակ, խոցման N հեռահարության կամ N խտության միջոցներ։ Ամենևին էլ կարևոր չէ, թե որ պետության արտադրանքը դա կլինի. այստեղ գործում է տեխնիկական չափորոշիչներ-որակ– գին տրամաբանությունը և ՀՀ պաշտպանության նախարարությանը դիտարկում Է բոլոր հնարավորությունները։
- Ակտիվորեն քննարկվում Է մայիսյան եռատոնի օրերին Ադրբեջանի կողմից լայնածավալ գործողություններ ձեռնարկելու հնարավորությունը։ Որպես հիմնավորում հիմնականում նշվում է առաջնագծին մոտ զինտեխնիկայի, մարդկային ռեսուրսի կուտակումը։ Ի՞նչ եք կարծում, Ադրբեջանը կգնա՞ նման քայլի։
- Ես կարող եմ միայն հաստատել, որ ԼՂՀ Պաշտպանության բանակը պատրաստ է իրադրության ցանկացած զարգացման, ցանկացած ուղղությամբ և ցանկացած պահի։ Համենայնդեպս վերջին 20 տարվա ընթացքում ծավալման բնույթով Ադրբեջանի ԶՈԻ-ն առաջին անգամ ռազմական հռետորաբանությանն ու հոխորտանքներին զուգահեռ անցել է «ամուր պաշտպանության»։
