Էրդողանը «վհուկների որսի» նոր հրահանգ է իջեցրել: Թուրքիայի ողջ տարածքում նրա հանձնարարությամբ սկսվում է այսպես ասած «զուգահեռ պետության» մարդկային ռեսուրսների բացահայտման ու չեզոքացման լայնամասշտաբ օպերացիան: Դեռ հունվարին Էրդողանը հայտարարել էր, որ «զուգահեռ պետության» դեմ պայքարն իրականացվում է երկրի Ազգային անվտանգության խորհրդի ու իր վերահսկողության ներքո գործող Պետական վերահսկողության խորհրդի կողմից:
Պետական վերահսկողական խորհրդին վերապահված գործառույթների շրջանակում երկրում պետական ու կրթական հաստատություններում որպես ազգային անվտանգության սպառնալիք ամրագրված «զուգահեռ պետության» հետ կապերում գտնվող մարդակց հայտնաբերման ուղղությամբ մեծ քաշխատանքներ են սկսվել: Այս անգամ հատկապես ուժերը կենտրոնացվելու են կրթական համակարգի վրա, որոնք համարվում են այդ «կառույցին» մարդակային ռեսուրսներով ապահովման կարևոր աղբյուրներից: Նշվում է մոտ 400 ընկերություններին պատկանող դպրոցների և 14 համալսարանների մասի
