ՊԵԿ-ը խեղաթյուրում է փաստերը. ինչպես տնտեսության «հերը անիծել»

Օրերս մամուլում տեղեկություններ հրապարակվեցին, որ ապրիլ ամսվա բյուջետային մուտքերը թերակատարվել են մոտ 5 մլրդ դրամով: Սա այն հայտարարությունների ֆոնին, որ ՊԵԿ-ը, չնայած ռազմաքաղաքական և տնտեսական լարված իրավիճակին, կարողանում է ոչ միայն պատշաճ ապահովել բյուջեի կատարողականը, այլև ավելին՝ գերակատարել այն:
Ինչևէ, թերակատարման մասին տեղեկատվությունը ՊԵԿ-ը հերքեց, չնայած այն հանգամանքին, որ ապրիլ ամսին պետք է հարկային և մաքսային համակարգերը հավաքագրեին ընդհանուր առմամբ մոտ 103.5 մլրդ դրամ, սակայն հավաքագրեցին 98 մլրդ դրամ:
Այստեղ հետաքրքիր նյուանս կա, հիմնական մինուսները արձանագրվում են մաքսային մուտքերի գծով՝ շուրջ 5-5,5 մլրդ դրամ: Ավելին, հարկային հավաքագրումների մասով անգամ որոշակի աճ կա, ինչը սկսել է թմբկահարվել հարկային մարմինների կողմից: Սակայն մի շատ ՛՛աննշան՛՛ փաստ հարկային մարմինը թաքցնում է՝ գերակատարումները հիմնականում եղել են շահութահարկի կանխավճարների հաշվին:
Լավ, դիցուք այդ կանխավճարների հաշվին այս պահին որոշակի աճ արձանագրեցիք, ի՞նչ եք անելու արդեն հունիս - հուլիս ամիսներին: Անհնար է, չէ՞, ամեն ամիս կանխավճարներ հավաքել, կարճաժամկետ թվանկարչությունից հետո գալու է գործարարների պարտքերը հետ վերադարձնելու ժամանակը, ինչը ուղղակի կսպանի տնտեսությունը:
Եթե ճիշտ են ՊԵԿ-ի հավաստիացումները բյուջեի գերակատարման մասին, ապա ինչու՞ բաց չեն հրապարակվում ցուցակները, թե որ տնտեսվարողից որքան հարկ է գանձվել (մի երևույթ, որը մշտապես կիրառվում է ՊԵԿ-ի պրակտիկայում): Չեն հրապարակվում, որովհետև այդ դեպքում հնարավոր է համեմատել տնտեսվարողների տարբեր եռամսյակների մուտքերը և ստանալ կանխավճարների իրական պատկերը:
Սա շատ վտանգավոր միտում է՝ գործարարներին խեղդելով կանխավճարներ հավաքելու միջոցով մուտքերի աճ նկարելը: Մի երևույթ, որի իրական հարվածն ու պատուհասը մեր տնտեսությանը իրեն երկար սպասեցնել չի տա:
