Քառօրյա պատերազմից հետո Հայաստանի իշխանություններն այլ բան ունեին անելու՝ երկրում արդարություն հաստատել ու երկիրը ներսից ուժեղացնել, բանակի թերություններն անմիջապես վերացնել եւ բանակը որպես լրջագույն անվտանգության գործոն օգտագործել հետագա հաջողությունների ճանապարհին։ Այս մասին այսօր Եռաբլուրում  NEWS.am-ի հետ զրույցում ասաց պաշտպանության նախկին փոխնախարար Անդրանիկ Քոչարյանը։

Նա նաեւ նշեց, որ Արցախի անկախության ճանաչման հարցը շրջանառության մեջ դնելուց առաջ իշխանությունը պետք է լավ մտածեր, թե ինչ նպատակ է հետապնդում, դրա արդյունքում ինչ է շահելու եւ ինչ է կորցնելու։

«Հնարավոր վտանգների մասին շատ է խոսվել. եթե բանակցությունները սառեցնում ենք՝ ճանաչման գործընթաց սկսելով,  վտանգի տակ է հայտնվում Մինսկի խմբի գործունեությունը, դրանով մեծացնում ենք նաեւ պատերազմի հնարավորությունը։ Մեկ օր տեւեց, որ բոլորը հասկանան՝ այդպիսի վտանգներ կան, եւ հարց է  ծագում, թե ինչու էին դրել շրջանառության մեջ»,- ասաց Քոչարյանը՝ հիշեցնելով Հայաստանի առաջին նախագահ Լեւոն Տեր-Պետրոսյանի՝ 2008 թվականին հանրահավաքի ժամանակ ունեցած ելույթը։ 

«Այդ խնդիրը, կարծում եմ, պետք է փնտրել 2008 թվականի հոկտոմբերի 17-ի հանրավաքում Լեւոն Տեր-Պետրոսյանի ելույթի շրջանակում, երբ նա այդպիսի նախագիծ ներկայացրեց իշխանությունների հետ ինչ-որ գործընթաց սկսելու առումով։ Կարծում եմ՝ նրա եւ Սերժ Սարգսյանի հայտնի հանդիպման ընթացքում, այնուամենայնիվ, Տեր-Պետորսյանին հաջողվել է այդ գաղափարը որպես գործոն օգտագործելու հնարավորությունը ներկայացնել Սարգսյանին, եւ քանի որ վիճակն այնպիսին էր, որ մտածելու շատ ժամանակ չկար,  վստահեցին դրա հավանական դրական զարգացումներին։ Այն զարգացումներին, ինչ այսօր տեսնում են շատ այլ քաղաքական գործիչներ»,- նշեց Անդրանիկ Քոչարյանը։

Այնուամենայնիվ, Անդրանիկ Քոչարյանը կարծում է, որ քաղաքականության մեջ պետք է զգույշ լինել, հատկապես պատերազմական վիճակում գտնվող երկրում. «Կյանքի իրողությունները ցույց են տալիս, որ պետք է քաղաքականության մեջ, հատկապես՝ պատերազմող երկրի պարագայում, շատ զգույշ լինել, որովհետեւ ի վերջո ամեն ինչ հասնում այն իրական հնարավորությունների շեմին, որը ունենք այսօրվա պայմաններում»։

Հարցին՝ իշխանության հետ արմատական ընդդիմության համախմբումը թուլացնելո՞ւ, թե՞ ուժեղացնելու է իր նշած գործընթացը, Քոչարյանը պատասխանեց. «Ես կարծում եմ, որ պետք է ընդդիմությունն իր տեղում լինի, իշխանությունն՝ իր։ Ընդդիմության խնդիրն այն չէ, որ պատերազմի ժամանակ միայն թերություններից խոսի, ընդդիմությունը պարտավոր է իշխանությունների համար որպես զսպաշապիկ լինել։ Իսկ իշխանությունը պետք է հասկանա, որ չի կարելի անընդհատ ստորադասել ընդդիմությանը, այն կարեւոր գործիք է որակյալ իշխանություն ունենալու համար»։

Պաշտպանության նախկին փոխնախարարը Հայաստանի առաջին նախագահի արցախյան այցին նորմալ է վերաբերում, բայց ցանկանում է, որ այն բխի միայն պետական շահերից: «Ես ուզում եմ, որպեսզի դրա հիմքում լինի միայն պետական շահը, բացառվեն կուսակցական կամ այլ շահեր: Լավ կլիներ, որպեսզի Տեր-Պետրոսյանը մտածեր նաեւ ընդդիմության ուժեղ լինելու մասին, իսկ այսօր մենք Հայաստանում ունենք իշխանություն, որը, իմ կարծիքով, դեռ անորոշության մեջ է: Անորոշության արդյունքում նաեւ թուլացավ ընդդիմությունը, եւ այստեղ, կարծում եմ, Տեր-Պետրոսյանն անձամբ շատ բան ուներ մտածելու»,- ամփոփեց Անդրանիկ Քոչարյանը։
