Շուշիով սկսված ազատագրման գործընթացը վերսկսելու պահն է: Այս մասին հայտարարություն է տարածել «Շուշիի առանձնակի գումարտակի ազատամարտիկների միավորում» հասարակական կազմակերպությունը:
Հայտարարությունում նաեւ ասվում է.
«Շուշիի ազատագրումը վերջին հարյուրամյակների մեր պատմության շրջադարձային կետն է:
Շուշիի ազատագրմամբ մեկնարկեց Ցեղասպանության հետեւանքների հաղթահարման, Հայրենիքի վերատիրացման եւ հայկական պետականահենք գործոնի կայացման գործընթացը:
Այդ գործընթացը, որի առաջին փուլը պետք է ավարտվեր Արաքս-Կուրյան տարածքի վրա իրապես ինքնիշխան Հայկական պետության ձեւավորմամբ, մեր ներքին արատների ու սխալների պատճառով կորցրեց իր սկզբնական էներգիան ու թափը, ընդմիջվեց կորուստներով եւ, ի վերջո՝ կասեցվեց 1994 թ. մայիսի 12-ի՝ հայության շահերին հակասող հրադադարով:
Շուշիի ոգուն հարազատ չմնալու պատճառով մեր ներքին արատները տարեցտարի շատանալով ու խորանալով համակարգային բնույթ ստացան եւ ներսից քայքայեցին մեր ուժերը, մինչդեռ հակառակորդը ժամանակն օգտագործեց արդյունավետ կերպով, վերականգնեց ու բազմապատկեց իր ուժերը եւ մեզ համար վերստին ստեղծեց գոյութենական սպառնալիք:
Շուշիի ոգին ուրանալու եւ նրա դասերը մոռանալու հետեւաքները չուշացան: Հակառակորդն արդեն երկրորդ տարին է, ինչ մեզ պարտադրել է աճողական ալիքներով ընթացքող սողացող եւ հյուծիչ պատերազմ, որի վերջին ու աննախադեպ ալիքը մեզ հարվածեց այս տարվա ապրիլի սկզբին՝ պատճառելով մարդկային եւ տարածքային կորուստներ:
Պատերազմի սթափեցնող հարվածներն արթնացրեցին Շուշիին հավատարիմ մնացած ժողովրդին, սակայն ուրացած եւ արատների ծովի մեջ մոլորված վերնախավն այդպես էլ չի կարողանում գտնել ազգային նպատակների նավահանգիստը եւ ափ դուրս գալ:
Ստեղծված իրավիճակում միակ ելքը Ազգ-բանակի վերածվելն է՝ զուգահեռաբար համազգային ինքնակազմակերպվելու եւ ներքին արատները հաղթահարելու միջոցով: Այս գործընթացը պետք է մեկնարկի օրերի ընթացքում եւ նշանավորվի ներսում ժողովրդի վստահությունը վայելող կառավարության ձեւավորմամբ, իսկ արտաքին ճակատում՝ հակառակորդին ջախջախիչ հարված հասցնելով եւ ծնկի բերելով:
Ապրիլյան պատերազմական դրվագները ցույց տվեցին, որ ժողովուրդը եւ բանակն ունակ են եւ պատրաստ են ազգային կամք թելադրելու թե՛ ներսում եւ թե՛ դրսում:
Շուշիի ազատագրական ոգուն հավատարիմ մնացած մեր ժողովրդին ու Հայկական բանակին կոչ ենք անում պահպանել հաղթանակի տրամադրվածությունը եւ առանց վարանելու բոլոր ուժերը ներդնել ներքին ինքնամաքրման եւ թշնամուն ծնկի բերելու նպատակների համար:
