Ո՞վ է հովանավորել խարդախների պարագլխին.«Չորրորդ իշխանություն»

««ՉԻ»–ին նոր մանրամասներ են հայտնի դարձել «Նուբարաշեն» ՔԿՀ-ում գործող խարդախների հանցավոր խմբավորման պարագլուխ Սպարտակ Դանիելյանի հանցավոր գործունեության վերաբերյալ։
Պարզվում է, «Նուբարաշեն» ՔԿՀ ղեկավարությունը տարիներ շարունակ լավ էլ քաջատեղյակ է եղել, որ Սպարտակ Դանիելյանը կալանավայրից խարդախություններ է անում, բայց՝ ի զորու չեն եղել կանխել նրա հանցավոր գործունեությունը։ Համենայնդեպս, «ՉԻ» հարցմանն ի պատասխան ՀՀ ԱՆ քրեակատարողական հիմնարկների վարչությունից պարզաբանել են, որ իրենք պարբերաբար խուզարկություններ են արել Ս. Դանիելյանի խցում, ամեն անգամ հայտնաբերել են արգելված իրեր՝ հեռախոսներ, բջջային քարտեր և այլն, բայց՝ միևնույն է, դրանք առգրավվելուց հետո նա նոր հեռախոսներ է ձեռք բերել և շարունակել հանցագործությունները։
Ուշադրություն դարձրեք, սակայն, հետևյալ հանգամանքի վրա. չնայած հանցավոր խմբավորման պարագլխի մոտ յուրաքանչյուր խուզարկությունից հետո հայտնաբերվել են արգելված իրեր, սակայն «Նուբարաշեն» ՔԿՀ-ում ծառայողական քննություն է նշանակվել միայն այն բանից հետո, երբ Քննչական կոմիտեն է նման միջնորդագիր ներկայացրել։ Այսինքն՝ «Նուբարաշեն» ՔԿՀ ղեկավարությունն աչք է փակել այնտեղ կատարվողի վրա այնքան ժամանակ, քանի դեռ այս հարցով լրջորեն չի զբաղվել նախաքննական մարմինը։ Ավելին, թեև Ս. Դանիելյանի նկատմամբ կալանավայրում մշտական հսկողություն է սահմանվել, նրա մոտ կրկին հայտնվել են արգելված առարկաներ, որոնցով նա նորանոր հանցագործություններ է իրականացրել։
Այս ամենը, հասկանում եք, պատահական չէ. հազիվ թե ՔԿՀ-ում այնպիսի բարձիթողի վիճակ լինի, որ արգելված իրերը ՔԿՀ հայտնվեն այդպես ազատորեն։ Ուրեմն՝ կարեփ է ենթադրել, որ «Նուբարաշեն» ՔԿՀ ղեկավարությունը Դանիելյանի գործողություններն աչքաթող է արել, քանի որ իրենք էլ են այդ ամենից կոնկրետ ֆինանսական օգուտներ ստացել։ Այլապես, անհասկանալի է, թե ինչպե՞ս կարող է Դանիելյանն այդքան խուզարկությունների ենթարկվելուց հետո, այնուամենայնիվ, անարգել հանցավոր գործունեություն ծավալել ընդ որում, նշենք, որ նրա դեմ հարուցվել են քրեական գործեր մի քանի տասնյակի հասնող դրվագներով, իսկ Սպարտակի հանցավոր գործունեության արդյունքում տուժածների թիվը վաղուց անցնում է հարյուրը»,–գրում է թերթը։
