«Ժամանակ» թերթը գրում է. «24 տարի առաջ ազատագրված Շուշին ոչ միայն կարեւոր եւ բեկումնային մի դրվագ էր ղարաբաղյան պատերազմի ընթացքում եւ ոչ միայն նշանակալից հաղթանակ՝ հայ ժողովրդի ճակատամարտերով հարուստ պատմության շղթայում, այլեւ ընդհանրապես հայ ժողովրդի մտքի, կամքի եւ վարքագծի եզակի դրսեւորում: Անառիկ թվացող Շուշին ազատագրվեց այդ մտքի, կամքի եւ անձնուրացության շնորհիվ:
Պատերազմական այս սխրանքը հիանալի նախադեպ էր ոչ միայն ռազմական այլ հաջողությունների, այլեւ քաղաքացիական կյանքում պետական շինարարության համար, որ հայ ժողովուրդը ստիպված էր մղել պատերազմին զուգահեռ: Այդ գործում, դժբախտաբար, Շուշին չդարձավ նախադեպ, չդարձավ սխրանքի օրինակ, չեղավ ոգեշնչման ամբողջական աղբյուր: Շուշիին հաջորդեցին պատերազմական այլ կարեւոր հաղթանակներ եւ վերջապես՝ ամբողջական հաղթական հրադադարը, սակայն դրան հաջորդած պետականաշինական գործընթացում աստիճանաբար մարեց կապը այդ սխրանքների հետ, եւ խաղաղության կառուցումը չդարձավ պատերազմի հաղթանակի շարունակություն:
Պետական շինարարության ընթացքում հայ ժողովուրդը, այդ շինարարության պատասխանատվությունը ստանձնած անձինք եւ խմբերը ըստ էության երբեք իրենց առջեւ չդրեցին պատերազմի ընթացքում Շուշիի ազատագրմանը համարժեք նպատակներ եւ հավաքական մտքի, կամքի ու սխրանքի շնորհիվ չհասան այդ նպատակների իրականացմանը: Ավելին, հավաքականությանը փոխարինելու եկավ հատվածականությունը, մտքին փոխարինեց բնազդը, կամքին՝ ախորժակը:
Տոնական օրերին ընդունված չէ թերեւս այդպիսի մտորումներ ունենալ, սակայն ներկայումս Հայաստանը եւ Ղարաբաղը գտնվում են այնպիսի հանգուցային, բեկումնային մի ժամանակահատվածում եւ իրավիճակում, որ աշխատանքային մտորումները չպետք է դադարեն անգամ տոն օրերին, եւ չպետք է դադարել իրերն իրենց անունով կոչել ոչ միայն ոչ մի օր, այլ նաեւ ոչ մի րոպե ու վայրկյան: Հայաստանի Հանրապետության, Հայաստանի հասարակության առջեւ դրված է այդ հրամայականը՝ վերջապես դնել խաղաղ պետականաշինության գործում Շուշիի ազատագրմանը համարժեք նպատակ եւ միտք, կամք եւ քաջություն ունենալ՝ հասնելու այդ նպատակին:
Ներկայումս Հայաստանի եւ գուցե ընդհանրապես երկու հայկական պետականությունների՝ Հայաստանի եւ Լեռնային Ղարաբաղի առջեւ դրված է այդ սխրանքի հրամայականը: Մենք սովորական վիճակում չենք, որպեսզի բավարարվենք պետական ընթացքի սովորական դինամիկայով: Մենք արտառոց վիճակում ենք, եւ մեզանից պահանջվում են արտառոց, հերոսական որոշումներ, որպեսզի մեր խաղաղությունը համարժեք լինի մեր իսկ հաղթած պատերազմին եւ լինի այդ պատերազմի արժանի շարունակությունը: Մենք ներկայումս ունենք ինքներս մեզ հաղթելու անհրաժեշտություն, քանի դեռ ինքներս մեզ չենք պարտվել վերջնականապես»:
